BOG: Annexes. Annex I, Definitions Changes for PM 10 and PM 2.5, OK Clarification needed somewhere for stack measurements, condensable particles etc. CAS numbers missing for some POPs LPS definition was moved into the main text (paragraph 20).

  1. BOG: Annexes • Annex I, Definitions • Changes for PM10 and PM2.5, OK • Clarification needed somewhere for stack measurements, condensable particles etc. • CAS numbers missing for some POPs • LPS definition was moved into the main text (paragraph 20). • Sulphur, suggest to revise in Note: “recommendations on reporting all sulphur compounds”.

  2. Table IV C Notation keys • Correction of language • Check harmonisation with new IPCC GL. • NA is pre-filled • Tiny trace emissions? NE or NA? More guidance? • Add background information of how NK are expected to be used from review point of view etc.

  3. Naming of tables • Rename tables in a sensible way

Table IV 1, general • For data transfer – no aggregations • Sector aggregations wanted, automatically in a separate sheet? • Add headings from old aggregated lines for clarification (in column before reporting code) • Unspecified – transparency • how to best present data if details are not available • if a key source, it needs to be detailed • unspecified confusing and not the way forward, use notation keys correctly and fully explained • “Other” is still needed for some sectors

  5. Table IV 1, general • Have to check in the end to see that NFR is balanced for the different pollutants • Transportation? Fugitive emissions from transportation of products

  6. Table IV 1, extensions+moving • Extensions to splits between stationary and mobile (e.g. 1A2, 1A4), OK, but where? Harmonisation with CRF • Suggested to report non-road mobile in appropriate extensions in 1A3 ii or 1A5b (compare and review definitions with IPCC, proposals to be presented)

  7. Table IV 1, moving • 1A3b, Road abrasion and tyre and brake wear (non-combustion), move to product use, Sector 3 (3E)? • Proposed to keep it in 1A3b

  8. Table IV 1, extensions • 1B2a vi Geothermal energy extraction, formerly reported i NFR 7, could be 1B3 • All codes under 2, to have extensions for storage and handling, and for “other” • 2A7 i and ii particle emissions quarrying+ mining, construction, OK

Table IV 1, extensions • Several extensions in 2C5, note: different level of detail in combustion and energy • 2D i Wood processing: 2D3 • 2D ii other prod incl handling: 2D4 • 2E and 2F to be clarified • 2E Production of POPs (and HMs) • POPs to chemical industry? (ask TNO) • HM removed • 2F Consumption of POPs and HMs (contained in products). Relation to 3D? (ask TNO)

  10. Table IV 1, extensions • 3A split in 3A i, ii and u: 3A1, 3A2, 3A3 • 3B i, ii, u split: 3B1, 3B2. Remove 3B u (to check further if it is needed). • 3C and 3D to be decided later • 3C i, ii, iii, u: leave as aggregated 3C • 3D i, ii, u: 3D1 printing, 3D2 domestic solvent use, 3D3 “other”. Review and come up with sensible split

Table IV 1, extensions • Agriculture, 4B manure management (incl housing, storage, grazing, (animal waste)): • split in straw based and slurry based systems removed • 4D, Direct soil emissions • 4D1, split fertilizers (synthetic-(animal waste)-“other”) 4D1a, 4D1c • 4D2, storage, handling and (transport?) of agricultural products (farm-level, off farm) PM emissions • 4D1b (animal waste) and 4D2c (“grazing”) to be removed (included in 4B) • Will be inconsistent with CRF • There are inconsistencies in present reporting! 4B/4D. Option still remains to report either.

Table III C, Fuels • Presumed copied from IPCC, check new definitions in IPCC GL, add definitions • Fuel definitions i guidelines (peat), check consistency with UNFCCC • Indicated footnotes missing • Industrial waste includes 116 which is wood waste, to be included in biomass? Depends on definitions

  16. Table IV 1, activity data • Activity data • Allows for calculation of IEF • in REPDAB • Activity data primarily for review. • Additional burden of reporting • For energy, data from UNFCCC? Is it OK to refer to/copy UNFCCC reporting? • In transport, differences, more detailed to CLRTAP • Other sectors, differences, need reporting. • Structure sensible, add column to split activity description and unit for non-energy sources • Several sources with different activity data in same NFR category, might need space for different activity data for different substances

  17. Table III B, Aggregations for gridding, GNFR-codes • For modeling purposes: split point, line, area sources. Split temporal resolution • A lot of grids to produce! Need to think about it... Not much country input

  18. Annex IV Table 3b, LPS • Two columns for ID of LPS, name of LPS EPER-ID. • Amendments to descriptions • Shading of additional reporting removed, note removed • Can be several GNFRs for one LPS. Use main activity. • Change order of pollutants to be consistent with other tables. • Clarify paragraph 18-20, definition of LPS • Report all pollutants if level is exceeded

  19. Annex IV Table 3a, Template for gridded data • Order of pollutants consistent with other tables • Shading of additional reporting removed, note removed

Annex IV Table 2a (2b), Projections • Reference to definition of “With Measures” (additional measures dropped) • More explanatory guidance in the table • Need box to specify latest historic year used for projections • Projected years to be harmonised with GL • Detailed level of reporting questioned, NEC requirements?

  21. Annex IV Table 2b, Activity data for projections • Value and need of table within LRTAP questioned. • Propose to drop it.
