  2. What is EMS? • EMS is a system that incorporates and promotes all activities of the West Lafayette location: • Environmental awareness • Regulatory compliance • Pollution prevention • Conservation of natural resources • Conservation of energy • Continual environmental improvement

  3. Environmental Policy Statement (your vision… what you stand for) Management Review (Lessons learned… affect change) Checking and Corrective Action (What has been achieved? What needs more work?) Planning (your roadmap… How are you going to get there?) Implementation and Control (Make it happen!) EMS is a cyclic process Act EMS Check Plan Do

  4. Why do we need EMS? • Executive Order 13148 (April 2000) • Set up basic framework for EMS • Executive Order 13423 (January 2007) • Replaced 13148 • Built on framework • Provided specific goals • Executive Order 13514 (October 2009) • Set many specific goals for EMS

Examples of EO 13514, EO13423 & other applicable statute EMS Goals • GHG Reductions/inventory • Energy Efficiency • Reduce energy intensity 3% per year • Reduce energy intensity 30% by 2015 (2003 baseline) • Increase use of renewable energy • Vehicles • Water Conservation • reduction in potable water intensity • reduction in industrial, landscaping and agricultural water intensity • Pollution Prevention • Sustainability • Sustainable Building • Sustainable Acquisition • Electronics • EPEAT • Energy Star • FEMP

West Lafayette EMS Targets and Objectives • Targets and Objectives are the environmental goals for West Lafayette for the fiscal year. • Targets and Objectives are updated annually and prioritized by the West Lafayette EMS Committee • West Lafayette EMS Targets and Objectives can be viewed by contacting your Location Environmental Officer: Danielle Cooley danielle.cooley@ars.usda.gov (765) 494-5607

  8. West Lafayette EMS Targets and Objectives Increase double-sided printing by all employees whenever feasible. Increase use of alternative fuels in government vehicles. Decrease overall use of fuel in government vehicles by 5% annually. Promote “green” purchasing by cardholders. Increase recycling of paper, cardboard, aluminum, etc.

  9. Checking • Internal audit of the EMS program is completed each year. • Every three years the EMS program is audited by a second party (outside the scope of the West Lafayette EMS program). • Necessary corrective actions are documented and placed in the next year’s Targets and Objectives

  10. Management Review • Management reviews annual audits • Management reviews progress on EMS Targets and Objectives • Management assesses opportunities for environmental improvement • Management updates the EMS Policy Statement to ensure continual environmental improvement

West Lafayette staff EMS responsibilities • Read and comply with the West Lafayette EMS Policy Statement • Take annual EMS training to maintain awareness • Review West Lafayette EMS Targets and Objectives • Assist with reaching EMS Targets and Objectives wherever possible • Recycle • Use less toxic materials • Be energy efficient • Conserve water • Purchase products containing recycled materials • Use the most fuel efficient vehicles possible for the task

Things to remember • EMS is a management tool to help prevent environmental compliance problems and encourage continuous environmental awareness and improvement • EMS is a journey, not a destination. We will always be working towards environmental improvement. • EMS is the responsibility of all staff. • If we don’t document, it didn’t happen. Please keep records.
