    2. CH EMS Experiences CH conducted EMS audits of BNLs EMS as required by a EPA MOU CH assisted the Yucca Project in a gap analysis of its contractors initial EMS efforts Both tasks utilized ISO 14001 criteria Notes Notes

BNL EMS Project BNL projectized its EMS implementation EMS project utilized traditional project management tools Key tools included: Project Management Plan, Work Breakdown Structures and dictionaries, Schedule variance tracking also was conducted Pilot divisions tested systems prior to Lab-wide implementation

BNL EMS Audit Experiences 1st Year audit provided critical data concerning the EMS project status Key project issues that were identified: critical path not determined, resource analysis not completed, project communication not effective and schedule variance not being tracked Specific EMS elements being assessed determined that they were not yet fully implemented

    5. BNL EMS Audit Experiences Cont 2nd Year audit determined that EMS project issues were resolved and BNL was proceeding toward ISO 14001 registration EMS implementation was assessed at a pilot division within the Lab and determined that the systems and procedures could provide for the needed EMS functionality BNL would achieve ISO 14001 registration if it continued in its commitment toward EMS

    6. Yucca Project Experiences EMS was developed from existed ISMS Key EMS elements such as Aspect/Impact analysis developed and melded into ISMS Centralized work planning being utilized for ISMS fits well with addressing environmental considerations

    7. Key EMS Elements Requirements management systems provide necessary assurance that both internal policies & procedures and external regulations are met Aspect/Impact analysis provides the basis for selection of the appropriate metrics that will improve environmental performance

Requirements Management Web-based systems are being utilized at both BNL & Yucca, allows for ease of access and the ability to keep them current Best systems are not expert based so when personnel leave, the question still can be answered Identification of requirements a critical step in the work planning processes

Environmental Aspects & Impacts Aspects are defined as the interaction of the organizations activities with the environment; Impacts are defined as changes to the environment resulting from the organizations activities; Aspects and impacts can be either positive or negative; ISO 14001 requires the use of a documented process to identify aspects and their significance; and All significant impacts need to have specific objectives and targets set to improve performance.

Aspects/Impact Implementation Aspect/Impact analysis needs to be procedure based Must be tailored for specific site conditions Allows for periodic review to determine if site conditions have changed Baseline condition report provides for data on initial conditions from which appropriate environmental performance goals can be set

    11. Additional EMS Considerations and Features Designation of EMS implementation POC is critical Use of Green Design and procurement Hazardous/Chemical tracking Public Outreach and Communication

    12. Lessons Learned Assessments provide critical information as to status of EMS implementation It usually takes longer than originally anticipated to fully implement an EMS Senior Management commitment necessary to ensure project success

    13. Conclusions BNL changed public perception about its environmental performance through its EMS Both Yucca & BNL have shown that augmenting EMS specifications into a sites ISMS is very doable proposition A 1-2 year schedule for full implementation is realistic
