  2. Perspective • Dominant mode of transport for freight • Contributes 4.5% to GDP • Grew at 9.5% in last six years • Carries 87% and 61% of passenger and freight demand • Demand will grow at 10% in next six years

  3. Perspective • 72.7 million motorized vehicles (2003-04) • Grew at 11% CAGR (1951-2004) • 80% are personalized vehicles • Share of buses reduced from 11% (1951) to 1% (2004) • Share of goods vehicles reduced from 27% (1951) to 5% (2004)

  4. Perspective • Low vehicle density (12/ 1000 persons) and cars is 8/1000 • High two wheeler density (45/1000 persons) • Need for personal mobilization will increase with rising GDPs • Will require measures to curb associated externalities

  7. Policy objectives • Promote infrastructure, public transport services, quality and safety of services • Ensure availability of trained manpower • Promote energy efficiency and environmental conservation • Strengthen database collection and management

  8. Road sector infrastructure • 3.4 million km road length (2002) • 6.35 lakh buses • 29.74 lakh goods vehicles • Roads • National high ways • State high ways • Major district roads • Rural roads

  9. National highways • Connect all major centers of production • 66950 kms • 56% and 32% are two or one laned • 12% are four laned • <2% of total length • Carry 40% of traffic • Upgradation through 235430 crore investment

  10. State highways • Provide linkages between important centres and national highways • 137711 km in length(2002) • Upgradation and maintenance done by state agencies • Central fund of 1560 crore as grants • Grants of 170 crore for inter state connectivity

  11. Rural roads • Connect the last mile to villages • 59% built under NREGS • Also developed under PMGSY

  12. Key issues • Maintenance • Central Road fund – cess on oil products • Provision of facilities, remove encroachments • PPP mode for construction and maintenance • Key emphasis on road development in NE states
