  3. Johnson’s “Great Society” • More spending & programs than New Deal • And in time of prosperity • General philosophy • Attack the roots of poverty • Give a “hand up, not a hand out” • A WAR ON POVERTY!!!

  4. Great Society Programs • Medicare & Medicaid • Urban Mass Transit Act • VISTA & Job Corps • Head Start Program • Omnibus Housing Act • Federal Education Spending • Department of Housing & Urban Development (HUD) • Office of Economic Opportunity (OEO) • Immigration Act of 1964

Johnson’s Great Society • Medicare & Medicaid • Government health care for elderly and very poor • Job Corps • Job training to young people • Federal education spending • Raised from $5 billion to $12 billion a year • Omnibus Housing Act • Low income housing & rent help • Head Start • Pre-school for poor children

  6. Department of Housing &Urban Development (HUD) • Made into a federal department • Gave inner city issues more importance • Robert Weaver—HUD Secretary • 1st African-American Cabinet Secretary

  7. Office of Economic Opportunity (OEO) • A government agency, not just a program • Goal: To provide funds for poor communities to help selves through developing their own programs & leaders • “Community Action” • Spent $3 billion in 1st two years

  8. Immigration Law of 1924 Each nationality limited to 2% of its US population as of 1890 • Fewer overall & fewer new immigrants

  9. Immigration Act of 1964 • Ended quotas of Act of 1924 • 1st come, 1st served, regardless of country • 170,000 total per year allowed • Impact • Fewer European immigrations (only 10% since 1970) • More African, Latin American, Asian

Legacy of the Great Society • Civil Rights & Voting Rights Acts • Lasting Programs, like Medicare, Head Start, etc. • War on Poverty partly successful • 1960—22% (Blacks-56%) • 1972—11% (Blacks-32%) • Problems: • Federal budget from $95 billion to $194 billion • Partly due to Vietnam • Inflation in 1970’s a result • A lot of waste and misuse
