Definition of „segregatedresidentialzone” • Segregatedresidentialzonesaregeographicallycompact and separatedareaswhereatleast 50% of theworkingageresidentsneitherhaveregularincomenorhavequalificationhigherthanelementaryschool • Accordingtostudies over 1600 segregatedresidentialzonesin Hungary, butwithvarioussize, population and conditions
Programmes – inthepast and present • From mid- 2000: callslaunchedannually (nationalbudget) • 2010: Trust and activationmodelprogrammelaunched (nationalbudget) • 2011: Complexprogrammesforsegregatedareaslaunched (ESF) • 2012: Housingprogrammesto be launched (ERDF)
Programmesimplementedbetween 2005-2009 • 342 familiesmovedtonewflatsinintegratedresidentialareas • 644 apartmentswererefurbished and equippedwithbasicconveniences, • 501 personstook part intraining • 338 personswereemployed.
Model program forsegregatedzoneresidents • Calllaunchedin 2011. National funds: 410 million HUF (1,5 million EUR) • Sites: 8 • Number of personsinvolved : 600 • Number of establishedcommunityservices: 24 • Numberof refurbishedhousingunits: 100 • Requirementsfromindividuals/familiesparticipatinginthe program: Participationin labor market and communityprograms is mandatory. Regularschool and kindergardenattendance is obligatory. • The program facilitatescooperationbetween local communities and local governments and preparesparticipantstouseStructuralFundresourcesinthe most effectivewayinordertoacceleratesocialinclusion.
Complexprogrammesforsegregatedareas (ESF) • Calllaunchedin 2011. • The complexsettlement program aimsatsegregatedresidentialzoneswiththepotentialto be integrated (withinthetissue of settlements) • Integratedactions: social, health, education, training, labour market integrationand communitydevelopmentrelatedcomponentsinordertoeliminatedisadvantages. Fundsavailable: HUF 5,68 billion (20,3 mullion EUR). • Number of application: over 120 • Number of settlementsto be supported: 30-50 • Programmeforhousingto be launchedin 2013 HUF 1,5 billion (5,36 million EUR).
Basic principles • Mid-termdevelopment (intervention) plan (municipality and communitylevel) basedonLocal situation analysis, mapping individual problems • Complex, integratedactions (outreachingtothewholesettlement) • Provision of earlyintervention and extracurriculardevelopment • Training and labour market services • Communitydevelopment • Health • Socialworkinthefield • Improvement of infrastructure and accesstoservices • Inclusion of relevantstakeholders (includingresidents) • Individualdevelopmentplans (for at least 60 percent of the residents aged 3-45 living in segregated zones) • Programmeassessment
Expectedresultsregardingindividuals • Number of personsinvolved : about 2500 • Improvedaccesstoservices • Higherqualificationlevel of personsinvolved (atleast 75% of activeagedindividualswithindividualdevelopmentplan) • More peopleemployed • Improvedhousingconditions (withtheinvolvement of participantsintherefurbishing and building activities)
Furtherplans • Inthefirsthalf of 2013, residentialintegration pilot programsareto be launchedinthreeregions (ERDF): Northern Hungary, Northern Great Plain, and Southern Transdanubia Fundsavailable: 500 million HUF per region (1,78 million EUR) • In 2013 thehousingstrategywill be devised • 2014-20 programmingperiod: devising of settlementrehabilitationprogramswillcontinueutilizingpreviousgrantschemeexperiences
Challengesinthecurrent and futureprogrammingperiods • For 2007-13: restrictedtime and resources – possibilityfor pilot actionsandmainlyrehabilitation • For 2014-20: planning of interventionsbeforeprogrammeexperiences and assessmentsareavailablefromthepreviousprogrammingperiod • Forboth: harmonization of ESF and ERDF resources and actions
