Integrated Urban Development Strategy (IUDS) • Objective: integratedapproach • Mediumterm(7-8 years), strategicdocument, orientedtoimplementation • Necessaryto be revisedinevery 2-3 years • Discussed and approvedby a resolution of theelected General Assembly of themunicipalities for ensuringlegitimacy • Reluctancyatthebeginning, butfinallytwothird of theHungariancitiespreparedit! - Manualon Urban Renewalwasrevisedin 2009 - Modification of the Law ontheBuiltEnvironmentin2009 → thepreparation of IUDS became a legalrequirement for every city

Policy framework, new legislations Includes: • Modification of theActon Local Governmentsin 2011 • National DevelopmentConcept and National Concept for TerritorialDevelopment 2014-2030 – theirrevisionareunderpreparation • New governmentregulation, 314/2012 (XI.8) onsettlementdevelopmentconcept, integratedsettlementdevelopmentstrategy and means of spatialplanningdefinesindetailthecontentofsuchdocuments and theprocess of theirpreparationbasedonpartnership

Sustainable urban development 2014-2020 Revision of IUDSs, preparation of ITIs • Revision of IUDSs is necessarytakinginto account developmenttrends, the EU 2020 strategy and thenewlogicalframework of cohesion policy • COM proposal: ITI - greatexpectationsin Hungary For cities of countyrank: • National levelprovidesassistance: call for proposalforensuringfinancing, methodologicalguidelines, individual mentoring

Revision of IUDSs, preparation of urban ITIs • ROP 2007-2013 urbandevelopmentprioritysupportstheplanningprocess and is complementedwith TA allocation for mentoring • Cities of countyrankcanapply, 40 million HUF for a city (130 thousand€), planningshould be extendedtofunctionalurbanareas (1181/2013 Gvt. decree) • Overall objective is torenewthe IUDS inthelight of cohesion policy and prepare, ifthestrategyjustifies, ITIsinharmonywiththethematicobjectivesandinvestmentpriorities • Draftmethodologicalguidelinesareready

Some reflections ITI basedonrevised IUDS can: • Harmonizenational and local leveldevelopmentobjectives • Negotiatebetterprojectswithsectoralministries • Providesynergiesbetweentheurbancore and thesurroundigsettlements • Ensurecalculablefinancing • Decreaseadministrativeburden • Buildon local human and institutionalimplementingcapacities • Resultsustainable and integratedprojects
