Background • Attachment G provides direction for the development of each bureau’s five-year capital improvement and deferred maintenance plans • Bureaus are required to follow the requirements of Attachment G • PAM/POB use Attachment G to review and comment on bureau five year plans • Attachment G is issued every year to incorporate program modifications Department of the Interior December 2007

Exhibits – General Guidance • Standard exhibits must be used. • Do not submit edited or modified exhibits! • Submit the exhibits on time. • Submittal of complete and accurate exhibits will shorten the review process. • Review the exhibits before submitting to DOI. Exhibit 2a & 2b - Project Data Sheet • Exhibit 2a is the project data sheet (PDS). • Exhibit 2b provides instructions to complete each section of the PDS. • The PDS is the key exhibit in the five year plan. • The PDS will be discussed in detail in a separate session later today. Exhibit 3 – Deferred Maintenance and Capital Improvement Distribution • Use the definitions in Exhibit 1a of Attachment G to Complete Exhibit 3 • This exhibit displays the breakout of capital improvement and DM funds in the five year plan by weighting categories Department of the Interior December 2007

Exhibit 4 – Summary Project Data Sheet • Use Exhibit 4 to summarize all five year plan projects by fiscal year • Displays capital improvement and DM work by individual project. • Insert a row for totals for each year on the 5-Year Plan • Make sure that the total for each year equals the total provided by your bureau’s budget office Department of the Interior December 2007

Exhibit 5 – Completion Report • Exhibit 5 – Annual Completion Report • Used to summarize the status of all projects initiated over the last eight years • Display completed and uncompleted projects • Exhibit is used to identify cost and schedule variance Department of the Interior December 2007

Interior Budget Priorities – Weighting Factors • Critical Health and Safety Deferred Maintenance (CHSdm) 10 • Critical Health and Safety Capital Improvement (CHSci) 9 • Critical Resource Protection Deferred Maintenance (CRPdm) 7 • Critical Resource Protection Capital Improvement (CRPci) 6 • Energy Policy, High Performance, Sustainable Buildings CI (EPHPBSci) 5 • Critical Mission Deferred Maintenance (CMdm) 4 • Other Deferred Maintenance (Odm) 3 • Code Compliance Capital Improvement (CCci) 3 • Other Capital Improvements (Oci) 1 • Based on these weight factors, projects are to be ranked using the following calculation: • (%CHSdm x 10) + (%CHSci x 9) +(%CRPdm x 7) + (%CRPci x 6) + (%EPHPBSci x 5) + (%CMdm x 4) + (%Odm x 3) + (%CCci x 3) + (%Oci x 1) = TOTAL SCORE Department of the Interior December 2007

June 2, 2008 Submit two copies of construction five-year plan July 1, 2008 Submit two copies of DM five-year plan June – August PAM and POB review and return joint comment Department of the Interior December 2007

  15. Schedule Other submissions are due per the CPIC schedule memo issued November 26, 2007 March 3, 2008 - Updated Exhibit 300s for FY 2009 projects are due April 11, 2008 – Exhibit 300s for FY 2010 projects are due Department of the Interior December 2007

  16. Summary • Become familiar with and follow the requirements of Attachment G • This will reduce the amount of comments generated by PAM and POB and the review time • Do not modify the exhibits! Department of the Interior December 2007
