2015 ACFE Board Pre-accredited Contracting Guidelines Contracting Guidelines
Higher Education and Skills Group Participation Branch To receive funds for pre-accredited programs in 2015 you must: • Be registered with the ACFE Board; & • Have an agreement with the ACFE Board • Have a current BVA (RTO’s with contract to deliver VTGP do not need to complete BVA) • Submit an agreed pre-accredited delivery plan; and • Have signed a Common Funding Agreement that identifies the number of pre-accredited student contact hours that will be subsidised by the ACFE Board
Higher Education and Skills Group Participation Branch Priorities and Principles: The ACFE Board will subsidise pre-accredited programs that support higher needs learners to: • Develop workforce and employability skills • Improve language, literacy and numeracy skills • Acquire specific vocational skills relevant to the economic / employment development of their community
Higher Education and Skills Group Participation Branch The ACFE Board will support programs: • that engage the most educationally disadvantaged learners and initiate pathwaysfor them to work or further learning. • That engage people with higher learning needs
Higher Education and Skills Group Participation Branch Contract Arrangements in 2015 • Common Funding Agreement • SCH in each of the 4 Program Categories only • Courses must be a minimum of 20 scheduled hours.
Higher Education and Skills Group Participation Branch Reporting pre-accredited student activity: • Ensure you have the most up-to-date version of your student management system • Minimum of quarterly statistical uploads – if you have a history of under delivery you may be requested to upload monthly • Upload entire year data on each upload. • Report pre-accredited and accredited data in same report (not separately) • Use funding code ACE for pre-accredited • VET Flag to “Y”
Higher Education and Skills Group Participation Branch Reporting pre-accredited student activity - Coding • Digital Literacy Programs- 080905 • Module Codes– Local code (LETTERS and numbers) • Funding Source State – ACE • Fee concession – record to receive concession • Outcomes: • 90 – Result not yet available • 81- Satisfactorily completed non-assessed • 82- Participated & withdrawn, or not satisfactorily completed non-assessed.

Partnerships for Access • The Partnerships for Access Grant Program opened on 6 October 2014. • The program consists of 2 streams: • Between $5,000 and $10,000 to undertake a business case to decide whether or not to proceed with a partnership • Up to $200,000 to implement a partnership once agreement to proceed has been reached between the partnering organisations
Partnerships for Access • The focus of Partnerships for Access is on assisting LLOs in deciding and/or developing and implementing partnerships that contribute to their ongoing viability and effectiveness in meeting learner needs • Funding Guidelines have been developed based on LLO feedback at consultations held in March/April about the key areas of support required for developing partnerships. The Guidelines are available online at the DEECD website. • For further details about the program including key dates, please refer to the Partnership Branch Memo No. 2014/10/3. • Please Note : Application forms available on the website between October 6 and October 13 will be read only. Electronic versions of these documents will be available from October 13 to November 28.
Partnerships for Access Funding Streams Partnership DevelopmentStream • to explore partnership options, gather evidence and consider opportunities and risks in order to decide whether or not to proceed with a partnership. • between $5000 and $10,000 per LLO consortium • single stage application process (no EOI)
Partnerships for Access Funding Streams Partnership Implementation Stream • to support implementation of a partnership once an evidence base has been established and agreement to proceed has been reached between the partnering organisations • up to $200,000 per LLO consortium • for projects up to 18 months duration • single stage application process (no EOI)
