Questar – Data Breach • Questar notified MDE on the afternoon of January 18th • On January 19th, Questar provided MDE with additional limited details, which were included in a press release on Friday, January 19, 2018 • Yesterday, January 22, 2018, Questar informed MDE the following: • 663 students affected • Tupelo School District • Tupelo Middle School (490 Students) • Tupelo High School (72 Students) • Jefferson County School District • Jefferson Junior High School (101 Students) • An unauthorized user viewed student assessment data between December 31 and January 1. • Viewed student names, MSIS numbers, grade levels, teacher names, and test results. • One record contained demographic data

Questar – Data Breach • MDE is requiring Questar take immediate action including: • Use a third party audit firm to conduct a security audit of Questar’s systems and security protocols, policies and procedures; • Submit a written corrective action plan to the MDE by January 29, 2018, detailing the actions Questar has taken and will take to ensure that this does not occur again in the future; • Force password resets • The MDE has notified the superintendents of the affected districts and will issue a letter to every student who was affected.

ACT Updates • English Learner Supports (ACT Approved) • Introduced fall 2017 • Additional time on the test (not to exceed time-and-a-half) • Use of an approved word-to-word bilingual dictionary (no definitions) • Use of written translated test directions available in 12 languages • Testing in a non-distracting environment and small group (i.e., in a small room) • Non-college reportable accommodation materials • Must be ordered directly by schools • Reporting • Previously mailed reports are now available online

NAEP 2018 in Mississippi • 57 schools will be participating in NAEP 2018 • Grade 4 – 11 schools • Grade 8 – 28 schools • Grade 12 – 18 schools • 2 schools will be participating in international studies • Trends in Mathematics and Science Study (TIMSS) – 1 school • International Computer and Information Study (ICILS) – 1 school

  16. ELPT Change for 2017-2018 The LAS Links Online has moved to the DRC INSIGHT Platform. This change of digital platform is expected to remove software dysfunctionality with the operation/administration of the ELPT.

  18. MAAP Updates MATERIALS SHIPMENT • Districts will only receive accommodated material shipments this year. Scoreable writing booklets will no longer be shipped to districts.

MAAP ELA Updates ELA • The ELA assessment will include three sessions. • Session I Multiple Choice • Session II Writing prompt 1 (75 Minutes) • Session III Writing prompt 2 (75 Minutes) • ELA writing is online only except for documented accommodations. • Large Print, Braille, and students needing paper version as identified in IEPs, LSPs, or 504 plans • The writing prompts should be completed back-to-back.

MAAP Science & US History Updates • Grade 5 and 8 Science, Biology I, and U.S. History • will be administered through Questar using Nextera • Grade 5 and 8 Science, and Biology I • Will be administered in two sessions.  • Will have appended field test items.  • That means there will be a separate session at the end of each test.  • Grade 5 and 8 Science • Session 1 (Operational) will be 150 minutes and Session 2 (Field Test) will be 30 minutes.

RFP for 5/8 Science, Biology, and US History • RFP has a proposed release date of late February 2018 • MDE is seeking a testing vendor to create a custom gold standard assessment in the areas of Grade 5 and 8 Science, Biology, and U.S. History. • Plan to have a contract in place with the winning vendor July 1, 2018. • Will be a five (5) year contract. • One (1) year with four (4) annual renewable options

  25. New Alternate Assessment Name • The Mississippi Assessment Program-Alternate (MAP-A) is now referred to as the Mississippi Academic Assessment Program-Alternate (MAAP-A). The MAAP-A assessment is developed by Questar and Mississippi educators.

  26. Who Should take MAAP-A? • Only students coded in MSIS as Significant Cognitive Disability (SCD) should take (MAAP-A). • All other students should take the general education assessments for the courses in which they are enrolled. • SCIENCE: It should be administered the same as the general education: only for students enrolled in 5th grade, 8th grade, or high school (11th and 12th grade is suggested).

  28. Accommodations • Accommodation(s) must be used routinelyin the classroompriorto use on a Statewide assessment. • DTC, STCs, and TAs should be familiar with accommodations as documented on each student’s IEP, Section 504 Plan, or Language Service Plan (LSP).

Mississippi Testing Accommodations Manual • The MDE along with Mississippi educators revised the Mississippi Testing Accommodations Manual (M-TAM) in February 2017 to ensure it is aligned with new State assessments and best practices. • The M-TAM will be reorganized this year to ensure the manual is user friendly. This reorganized M-TAM will be available for use in SY 2018-2019.

  30. New Accommodation Form • Use this form for requesting accommodations that are notalready documented as allowable (A98) or non-allowable (A99) in the current edition of the Mississippi Testing Accommodations Manual. • Example: A student who has to use a talking calculator.

Proposed Changes to Accountability for 2018 • Change the definition of Senior Snapshot such that students who have an early completion status C1 (Diploma) or C2 (Certificate) are still included in Senior Snapshot for use in participation calculations and the CCR component. • Increase weighted growth for students improving two or more levels from 1.2 to 1.25 and add weight of 1.25 to students who maintain Advanced from one year to the next. • Future issues to be discussed in the Accountability Task Force

Graduation and Dropout Rates In accordance with 34 C.F.R. 200.19(b) and MS Code Ann. 37-17-6, graduation rates are calculated following the four-year adjusted cohort method. • Four-Year Cohort: a group of students who enter 9th grade in MS for the first time, adjusted for students transferring into and out of the cohort, and are expected to graduate within four years • Graduate: a student receiving a standard high school diploma in four years • Completer: a student receiving an occupational diploma, certificate of attendance, or GED within the district • Still Enrolled: a student still enrolled as September 1 of the year after the cohort’s expected completion date • Dropout: a student who leaves school during the cohort period without a diploma or certificate from the district
