PM2.5 Borderline Areas • “Borderline” areas are those counties that have an ambient monitor with a design value that exceeds the annual PM2.5 NAAQS of 15 ug/m3 • Have not been formally designated “Nonattainment” by EPA • These areas are: Muscogee, Richmond, Washington, and Wilkinson Counties
Augusta Partners • City of Augusta, Richmond, Harris & McDuffie Counties • City/County of Aiken SC • Georgia EPD • South Carolina Dep. Health and Env. Control (DHEC) • Georgia & SC Forestry Commissions • Fort Gordon • EPA • Clean Air Campaign • GDOT • Savannah River Site • Nature Conservancy • Metro Augusta Builders Association • Representatives for various elected officials • Various representatives from local industry
Augusta Course of Action • First meeting Feb. 16, 2006 • Created 3 technical workgroups • Heavy Diesel • Education & Outreach • Regulatory • Workgroups provide updates at regular meetings
Strategy for Augusta:Current Status • Technical Work Groups still developing projects • Have developed a draft Air Quality Alliance Logo • Current ideas include: • Outreach to local officials and schools • Developing website • Use of local media • Forecasting for burn restrictions • McDuffie County has included public information flyers with water bills
Columbus Partners • City of Columbus, Muscogee and Harris Counties • Georgia EPD • Alabama Department of Environmental Management (ADEM) • Georgia Forestry Commission • Fort Benning • EPA • Clean Air Campaign • GDOT • City of Cautula • Lower Chattahoochee RDC • Local Media
Columbus Course of Action • First meeting Jan 19, 2006 • Created 6 committees • Diesel • Public Awareness and Outreach • Transportation & Demand Management • Open-burning • Project Funding • Governmental Coordination • Workgroups provide updates at regular meetings
Strategy for Columbus:Current Status • Committees still developing projects • Have unveiled an Air Quality Alliance Logo • Current initiatives include: • Air Quality forecasting • Anti-idling policies for government fleets • Telework outreach • Biodiesel research • Significant “to do” list • Seeking outreach from additional Counties
Washington County Partners • City of Sandersville & Washington County • Georgia EPD • Georgia Forestry Commission • EPA • Local Media • Significant representatives from local industry: • Kaolin processing facilities • Short-line Railroads • Local Truck Fleets • Local Builders
Washington County Course of Action • First meeting Nov. 5, 2007 • Drafted Plan of Action by Second meeting Jan. 10, 2008 • Excellent local industry cooperation
Strategy for Washington County:Current Status • Road dust controls • Extensive use of Biodiesel (B5) • All School buses • All off-road equipment • Agricultural burning restricted by GFC • Prohibitions on burning of leaves & yard waste • Restrictions of prescribed burning May 1 – Sept. 30 • Off-road high-sulfur diesel prohibited (including rail) • Mandatory use of Air Curtain Destructors • Idle restrictions • Public outreach • Commission of continued PM study • Use of NASA satellite data for PM forecasting

Strategy for Washington County:Current Status • Extensive use of Biodiesel (B5) • All School buses • All off-road equipment • County vehicles • Discourage agricultural and prescribed burning • Discourage the burning of leaves & yard waste • Provide alternatives to yard waste burning • Discourage the use of off-road high-sulfur diesel • Encourage the use of Air Curtain Destructors • Proposed Idle restrictions • Public outreach • Commission of continued PM study • Use of NASA satellite data for PM forecasting
