Program Purpose and Goals Prepare at-risk students to enter kindergartenon or above grade level • Follow purpose and goals as set out in Year 1 RFA • Note changes in Continuation RFA • Changes subject to approval by TEA • Project Period: 9/1/2010 – 8/31/2011 • Tier 1 grants: 5 years total • Tier 2 grants: 3 years total

Program Purpose and Goals • Implement a cohesive service model to dramatically improve early literacy, language, math, and social development for preschool eligible children • Provide high quality early childhood education programs that coordinate prek resources between school districts, Head Start, and child care • Assist students to achieve school readiness and successful transition into kindergarten

Critical Success Factors Behavioral changes demonstrated by students and by educators and administrators • Prek students ready for kindergarten • Teachers trained and mentored – reflecting Prek Guidelines and state-adopted curriculum • Implementation of SRI plan to serve as many eligible prek students as possible • Develop successful & viable Sustainability Plan

Critical Success Factors: Milestones Behavioral changes demonstrated by students and by educators and administrators • Provide professional development for district and partnership teachers in timely manner • SRCS • SRI partnerships (create, implement, evaluate, nurture, meet capacity) • Timely purchases: materials, supplies, equipment, licenses, etc.

  8. 4 Components of PKES Grant • School Readiness Components:Curriculum & Instruction, Progress Monitoring, Professional Development & Mentoring • School Readiness Integration (SRI) Partnerships • School Readiness Certification System (SRCS) • Sustainability Plan

  9. Curriculum and Instruction • Certified Teacher in each classroom:Full-day: 6 hours of instructionHalf-day: 3 hours of instruction • State-adopted CurriculumInformed by Prek Guidelines

  10. Progress Monitoring Grantee provides assurance that students will be continuously monitored for their progress in: • language, early writing, and vocabulary • literacy, including phonological awareness and print knowledge • mathematics; and • social and emotional development

SRI PartnershipsGoals • Placement of certified teacher in district and partner site classroom • Preparedness of all children in the community to enter kindergarten on or above grade level—ready to benefit from the full array of public education services to stay on grade level in kindergarten and beyond • Development and implementation of a community-based, individualized partnership among local entities serving prek students so that the community is served in the most effective and efficient ways to meet its needs

SRI Partnerships • Continue to expand partnerships formed in Year 1 • Partnership describes and defines the collaboration among public prek, local workforce development boards, Head Start, college/university ECE programs, and licensed child-care that provide a school readiness component to eligible prek students • MOU(s) and SRI Exemption Request:Must be submitted with RFANew ones signed and submitted yearly with RFA

  15. SRCS Elements of SRCS (not exhaustive): • Student data • Attendance • Eligibility • Teacher self-reports • Best practices • Classroom set-up • Facility reports • Teaching staff • Curriculum/assessments

  16. SRCSTOMS (Texas School Ready Online Monitoring System) • Registers teachers and students one time (not compatible with other systems) • Developed to streamline data entry • Data then transferred to SRCS • Grantees will receive an overview of the system

  17. SRCSKinder Data Collection (SB 1871) Reading Instruments/Assessments Compatible (English and Spanish) • TPRI • Dibels • iStation • Grantees must submit Social Screener

Technical Assistance Provider: CLI Children’s Learning Institute* (CLI) at the UT Health Science Center @ Houston • May provide technical assistance for Tiers 1 and 2: training and information on school ready kits and materials (allowable use of funds) • Tier 3 Technical Assistance Provider *Designated the State Center for Early Childhood Development by Governor Rick Perry

  19. Funding • Eligible Applicant: Grantee in 2009-10As NOGAed (SSA or Individual Grantee) • Serve students eligible for free prek(TEC §29.153) • Grant amount not to exceed 2009-10 award • Grant funds cannot be used prior to the start of the grant period: September 1, 2010 • District funds can be used to pay for materials and staff prior to September 1, but 2010-11 grant cannot reimburse these costs

  20. Funding • SRP reviews RFAs, MOUs, SRI Partnerships, and SRI Exemption requests • Discretionary Grants and Formula Funding negotiate the grants • NOGAs will be sent to grantees before September 1, 2010 • Funding period for all 3 tiers of the grant: September 1, 2010 – August 31, 2011

  21. Funding Allowable Use of Funds (not exhaustive): • Teacher salary – including at partner site • Full-day prek • Professional development & staff training • Screening, progress monitoring, assessment • Community outreach & awareness • Supplies and materials • Certain costs at partner site(s)
