  4. Population trends & priorities Described in SSAPR 2000: • Rapid fertility decline • Demographic implications of HIV/Aids • Context of globalisation & regional integration • Migration trends • Themes: gender, environment, employment, reproductive health & rights

Highlights • UNCPD: mainstreaming HIV/Aids in gender and RH; • SSAPR 2000: setting P&D agenda and priorities, advocacy thereof; • Minmec review of intergovernmental relations for P&D: policy review recommended; • Information needs survey: redesigned information service; • UNFPA Country Programme: completion of 1st & drafting of 2nd: HIV/Aids, youth & local focus; • Primary HIV/Aids CB course for government planners: impact in all three spheres, involvement of nine universities; • HIV/Aids research programme; • Establishment of APSTAR programme, University of Natal • International & joint population conferences 1999, 2000 & 2001

Evaluation Activities over the past four years reflect: • Mainstreaming HIV/Aids as primary population & development concern • Improved P&D integration in UN, government & DSD programmes • Assumption of domestic & international leadership role in P&D • Drastically improved capacity and information to government partners • Very good research - policy linkages facilitated • Coherent research programme to be developed, focussing on national priorities - elements in place • Development as a strategic node of expertise for government - on track • Leadership, capacity building & expertise the main leverage for policy implementation • Policy shortcomings in drastically changed demographic trends in SA
