LD Partnership Board25th September 2017 Sustainability of Carers Sub-group • Uphill struggle to build numbers in the sub-group • Vital, if we are to draw on the widest range of carers • Finance - £500 left from Community Partnerships grant – but then what ? • Role still feels really important – in supporting carers. And, in fact, supporting officers

LD Partnership Board25th September 2017 Person-led assessment form – again !! • A working group of carers and social workers, over weeks, totally revised the old form, which was not fit for purpose, and didn’t reflect the Care Act. • The form was delivered in it’s final form almost two years ago – but it still isn’t in use. • The assessment process is absolutely vital. What possible excuse can there be for not using the best tools for the job ?

LD Partnership Board25th September 2017 Electoral Services and voting by people with learning disabilities • Real inconsistencies in attitude have again emerged about whether people with a learning disability can vote • Suspicion that postal votes for people with a learning disability are open to abuse by carers (?)

LD Partnership Board25th September 2017 Minimum requirements when direct payments are used to purchase a service – again !! • The script from last time… • Does the Council have any clear expectations about how organisations providing services that are purchased using direct payments are expected to behave ? • There are an increasing number of ‘day care’ organisations that are changing their charging policies as money gets tighter, and are requiring payment even for times when somebody isn’t there and are allowing no ‘holiday’ periods

LD Partnership Board25th September 2017 • Carers can struggle to challenge these restrictions, particularly if there is little choice of provider. • There is disappointment that the Council appears to have no scope to influence this, even though direct payments are Council monies. • There was originally supposed to be a facility on Connect to Support for users of different facilities to leave comments – and this would have been a means of alerting people to problems – but this is not available locally (and anyway, some providers aren’t on it)

LD Partnership Board25th September 2017 • 2 suggestions about this – (a)For the Council • Couldn’t it be made clear at the Provider Forum that there are things that are seen as good practice? • eg. Real and meaningful choice for those using a service • eg. Feedback forums for carers and those using a service to give them a voice about how the service is run • eg. Not charging for times when there is no service available

  8. LD Partnership Board25th September 2017 • (b)Suggestion for carers • Prepare a series of possible questions to ask organisations that you are thinking of using, and publish them on the LD Carers Voice website.
