  2. what is the staffing services program? • The Staffing Services Program is a SERVICE offered through your hospital association designed to deliver: • a higher quality temporary workforce • increased competition in the marketplace • efficiencies to the negotiation & management processes - thus reducing administrative time and costs.

  3. goals and objectives • Provide improved quality patient care • Ensure compliance with Joint Commission, CMS and State standards • Bring increased market competition in the areas of billing rates, contract terms, performance standards, extra charges, etc. • Increase candidate pool: new agencies for hospitals • Create agency commitment to serving hospital customer needs • Bring increased efficiencies to managing the hiring and management of agency staff

  5. market competitive pricing • Rates are all inclusive; holiday, overtime, and call rates are established for one year – no “call-back” pay; no weekend or shift differentials • Rates are established per position per agency for each STATE • Ability to cancel travelers up to 12 hours per pay period – no “guarantee” of hours • No minimum assignment period (fill FMLAs) • 16 hours of orientation provided by agency

  6. performance incentives • Ability of hospitals to cancel and not pay for “non-qualified” personnel • Compensation to hospitals for “no-shows” and early termination/walk-offs • Hospitals are free to “hire” permanent travel staff without penalty/hiring fee

  8. quality review measures • Constant communication with hospitals and state associations • Monthly data reporting by agencies of usage and PI • Annual audits of all travel agencies in person, “fax” or mail-in. Unannounced audits as needed.

  9. how are agencies chosen? • Prior to the application being sent to agencies, a list of agencies currently being used is obtained to assure your hospital’s current agencies have a chance to participate • Applications are returned, summarized and then the contract award process begins

  10. contract award • There are predetermined criteria to evaluate each Application. A “score” is given based on the criteria. Agencies meeting the required score are given a two year contract. • Currently Approved Agencies: - Application completeness/exceptions - Average score of staff - PI/Usage Reports completed - Average rating from hospitals

  11. contract award • Audit Results Performance: • Fill rate, completion rate, number of hours placed, use of software • Joint Commission Certified

  12. contract award • New Agencies bidding for contract: - Completeness of RFP/Exceptions - Number of Available Staff - TJC Certification - PI process - Financial stability - Hospital recommendations - Knowledge of similar programs

  13. web-based posting training • Each facility receives training on the web-based software application through a ‘train the trainer’ method, or by a trainer coming to your individual facility. • Once training is completed, your facility is “live” immediately. • Technical support available

  16. what is asked of the hospital? • Educate the users in your hospital • Use agencies that are part of the Staffing Services Program first to meet your staffing needs • Communicate with your hospital association and the SCHA Staffing Services Staff • Utilize the web based posting software
