US Army Corps of Engineers Role and Responsibilities Role Department of Defense Agency that Executes the FUDS program Responsibilities Project execution according to FUDS ER 200-3-1 (FUDS Program Engineering Requirements) Project execution is compliant with the Comprehensive Environmental Recovery, Compensation and Liability Act (CERCLA) Work in a cooperative spirit with the City of Albuquerque, City of Rio Rancho, Regulatory Authorities, and others identified during the TPP process Ensure quality of the Remedial Investigation and Feasibility Study (RI/FS) design and execution Ensure the RI/FS is executed safely and according to all applicable regulations and engineering requirements September 2007 K06NM044501

Technical Project Planning Process Objective is to develop project goals and objectives with stakeholder involvement Requires a minimum of two meetings to complete, and is a four phased process Phase I: Identify Current Project Phase II: Determine Data Needs Phase III: Develop Data Collection Options Phase IV: Develop project planning documents with input from Phase I, II, and III. West Mesa Project Summary The Kirtland AFB Precision Bombing Range is a Formerly Used Defense Site Evaluations and investigations compliant with CERCLA FUDS Eligibility Properties owned, leased, or otherwise controlled by the Department of Defense Property transferred before 1986 Project Eligibility Department of Defense impacts identified No Department of Defense use after 1986 Projects with other Responsible Parties not eligible for FUDS funding (in other words, FUDS funding can not be used to restore environmental damages caused by non-defense related activities) September 2007 K06NM044501

West Mesa Project Summary (continued) • WHAT’S KNOWN TO DATE • FUDS Property No. K06NM0445, Project No. K06NM044501 • 1940s – US Army leased 15,135 acres from the City of Albuquerque, Santa Pacific Railroad and Dept. of Interior • 1940s – The leased property was used for precision bombardier training during World War II. • 1947 – The ranges were declared surplus and the lease was canceled. • 1953 – Certificates of Clearance issued for all ranges except for N4 and New Demolition Range. • 1955 – 1988 the City of Albuquerque acquired 13,868 acres. State of New Mexico retains 898 acres, and 480 acres are privately owned. September 2007 K06NM044501
