U.S. Coast Guard • CG Organizational Structure in Alaska: • 17th District Commander: Juneau • Rear Admiral Tom Ostebo • 2000+ CG Personnel Statewide • Sector Anchorage & Sector Juneau • Manage CG operations in their regions • Sector Commanders are Federal On-Scene Coordinators for Oil Spills & Hazardous Materials Releases • D17 Units: 24 field units in Alaska • Units report to Sectors & District Commander • Marine Safety Units/Detachments (6) • Patrol Boats (6) • Buoy Tenders (6) • Small Boat Stations (3) • CG Auxiliary Stations (3) • CG Air Stations: Kodiak and Sitka • 16 Aircraft : 12 Helicopters/4 C-130 Airplanes

U.S. Coast Guard Tribal Consultation and Engagement With Alaska Native Organizations • In Support of CG Missions Statewide • Ongoing Meetings/briefings: • Tribes • Alaska Native Organizations • Local Governments • Listen/Engage/Respond • Integrity in Actions & Communications • Cross-Cultural training for all CG personnel deployed to Arctic • Developing Training for all CG personnel in Alaska • Continuing to focus on tribal engagement & collaboration statewide • Working to identify gaps in connections with tribes Rear Admiral Ostebo (CGD17 Commander) & Vice Admiral Zukunft (Pacific Area Commander) at Alaska Eskimo Whaling Commission Meeting in Pt Hope

Arctic Operations (Significant CG focus area) • Summary: • Operations: July – Oct • Outreach: Mar – Sept • Oil Spill Drill: August (Tested 3 types of skimming devices) • Capability Assessment • Small Boat/Amphibious Vessel/Tracker Testing • Community Service: 1300+ Hours • Tribal Issues: • CG effort to reduce subsistence impacts • CG effort to communicate with tribes during season Two H-60 Jayhawks Mobile Comms Detachment • Community Outreach: • Village Visits • Vessel Exams • Oil Spill Recovery Drill • Mass Rescue Drills Medium & High Endurance Cutters with H-65 Helos Two WLB Buoy Tenders

Southeast Alaska Operations & Outreach Villages: • Sitka: Spill Drill & actual response in sensitive historic areas • Ketchikan: Spill Response Drills • Metlakatla: Commercial Vessel Safety Outreach • Angoon: Local Search & Rescue training, navigation, radio communications, water safety • Hoonah, Kake, Elfin Cove, Pelican, Angoon: Santa to Villages • Wrangell, Sitka, Haines, Skagway: Boating Safety Outreach • Kodiak Island Villages: Santa to Villages • Statewide: CG Unit Outreach to local villages/tribes Missions: • Boating/Water Safety • Local Search & Rescue Training • Fishing Vessel Safety • Emergency Response • Engaging tribes in updates to Subarea Contingency Plans
