SUBJECT OF EVALUATION • 447 projects from all Regional Development Programs • „Development of the local roads” • „Development of cycle network” • „Town development/rehabilitation” • 156 environmental projects • 67 transport development projects • „Regional accessibility” • „ Development of cycle network” • 15 ETE projects • 16 social development projects • 75 projects financed by budgetary funds

BIKEFRIENDLY SETTLEMENT ADVENCED LEVEL Further conditions – rarely experienced: • Settlements should be lesscar-oriented • Carsshouldn’t „be protected” againstcyclists • Reintegration of pedestrians, cyclists onthe same transport surface level as cars • Settlement obstaclesshould be abolishedfor cyclists (junctionwithout crossings, bridges, overpasses etc) • More active social awareness raising, education, campaigns • Slow progression to the fulfilment of „ADVANCED” conditions of cycle friendly settlement!

  8. NOT BIKEFRIENDLY CHARACTERISTICS Typical problems • One-sided facilities • Lots of cycle lanes on • pavements • Not appropriatebehaviour ofbothcyclists and pedestrians • Missing connections • Settlementstructure obstacles in bike paths (bridges, overpasses, crossings)

NOT BIKEFRIENDLY CHARACTERISTICS Typical problems • Insufficient and unsafe capacity of bike stands • Missing traffic signs, information boards • Lack of maintenance Suggestions: Decrease car traffic– a political decision is needed Reduce car lane spaceto ensure space for bike lanes! Create good examples – there are no sufficient good examples yet!

INTERMODALITY, MODAL-SPLIT • Everyday transport mode • Bike stands at train and bus stations • Not bike-friendly stations • Not closed, unsafe bike stands • Good practices for railway crossings • on the same surface level • Problems of railway over and underpasses • Carrying bikes on public transport is not ensured Suggestions: Public transport and cycling mutually increase the attractiveness of both The goal: change from the car to an alternative transport mode Development of modal-split

  12. AWARENESS RAISING • Efficiency of awareness raising is not suitable • Lot of good initiatives • Local effects • Lack of overall co-ordination Suggestions: Increase its role in developments Emphasis on the education Guide for the applicants

IMPORTANCE OF MONITORING • Using indicators slow learning process • Bicycle transportdatabase incomplete • Project database  separate costs for bicycle transport elements Suggestions: Ensure the resources for data collection and processing Continuous data interchange Increase the significance of cycle developments in development policy

  14. MAINTENANCE • 1.476,9 km mainly new facilities • Whois the maintainer of these facilities? • Municipalities maintain them. INSTITUTIONS’CO-OPERATION • Some people’s personal commitment • Activity of NGO’s • Strengthening professionalism • Utility of UME • Communication between the different actors • Avoid conflicts in the planning process • Weak cooperation between municipalities • National roads: municipalities  Hungarian Transport Administration (KKK) és Route Authorisation (MK Zrt.) Suggestions: Determine the frames, legal background of the different types of cooperations Good practices for cooperation should be made! Professional coordination is needed!
