  2. CA Rank & Insignia Changes

  3. SITREP OverviewSlide 1 of 2 • CA Insignia and Identifiers. The Governor General has approved a new CA primary badge, an historic device as our secondary badge, and a new CA flag. We now utilize CANARMYGENs and a new March (The Great Little Army). One further CA insignia change will be a new Command pocket badge based on our new secondary badge. • Corps and Division Insignia. The MND announcement of 19 Apr 13 requires the restoration of Corps metal shoulder titles for the RCAC, RCE, RCCS, RCIC, and RCEME in both official languages. The 8 Jul 13 MND announcement requires the reintroduction of Division shoulder patches and distinguishing flags.

  4. SITREP Overview Slide 2 of 2 • Officer Rank Insignia. On 8 Jul 13, the MND directed the change of CA officer rank insignia. The NDCDC met on 23 Aug 13 and reviewed the CA proposal. A new system of rank insignia and gorget patches was endorsed. The CA has provided DHH with rank insignia proto-types for metal, embroidered slip-on, and cloth CADPAT. Some finer details on production and distribution of the rank badges for some orders of dress require further cost review by DSSPM and then review by CDS prior to approval. • NCM Rank Names. On 8 Jul 13, the MND announced changes to some NCM rank names. A planning meeting led by CPROG and attended by the CA, ADM(Pol), CFLA, DHH, and JAG has met to look at the requirements to restore the CA NCM names (Trooper, Gunner, Bombardier, Sapper, Signaller, Fusilier, Guardsman, Rifleman, Colour Sergeant, Craftsman plus Ensign) found in the NDA. They have looked at three CoAs from (i) full amendment of the NDA, (ii) revision of QR&O 3.01, to (iii) a hybrid of the two. The CA is developing a BN from CCA to CDS based on CoA 1. If approved, ADM(Pol) will draft an MC to move forward.

OFFICER RANK • Restore CA Officer rank based on pre-1968 traditional ranks in accordance with the MND announcement. • Restore gorget patches for Cols-to-Gen. • New Figure 3-2-1 in ADH 265. • Symbols are based on the pre-1968 Canadian Pattern which continues to be worn by all commonwealth Nations. • Minor changes to patterns will be supported IAW Regt’l traditions pre-1968 • No change to Governor General/vice-regal badges of rank. Gorget Patches • BGen-Gen • (red) • Colonels • (red) • RCAC • RCA • RCE • RCCS • RCIC • RCEME • Logistics • Medical Branch • (dull cherry) • Dental Branch • (emerald green) • Chaplain Branch • (Purple) • Worn only by Army Generals and Colonels on the DEU Order of Dress. • Colonels and Brigadier Generals of the Medical, Dental, and Chaplain Branches wear their own distinct colour. • Not worn by Honouraries (Cols-in-Chief, Cols Comdt, Cols-of-the-Regt, or Hon Cols). • Senior CWOs will retain their cross sword collar badges. • The gorget patches are not symmetrical. There is a left and right design. Pin-on backings (two). New CA button (20 line) will be used decoratively. Large gorget patch worn on DEU jacket collar (3.5” x 1.25”). These replaces the cross swords. Smaller version worn on open shirt collars (2” x 1”).

  9. Summary of Changes to Orders of Dress • Ceremonial Dress. No change, stars and crowns are still used. • Patrol Dress. No change, stars and crowns are still customary practice. • DEU. Remove naval-style sleeve rank bars. Re-introduce metal shoulder insignia based on World War I and gorget patches based on 1953 CA Dress Regulations. • Shirt, Sweater, and Overcoat Slip-ons. No change to the current slip-on colour and design. No change to current embroidered crown and sword/baton insignia on our slip-ons. Reintroduce the star. • CADPAT Operational Dress. New high visibility thread. No change to current embroidered crown and sword/baton insignia. Reintroduce a star. Change the rank badge for Warrant Officer to a larger insignia to distinguish it from Major based on the Rifles regiment solution in UK. • Mess Dress. The majority of Reserve units still use embroidered sewn-on star and crown rank insignia as customary practice. All units will adopt this sewn-on embroidered rank insignia. Members’ current naval-style rank insignia will be grandfathered on their personal purchase mess dress until the member’s next promotion when they must revert to the restored system of rank.

Re-introduceDistinctive CA Button • CA will introduce a distinctive Command button based on CA Historic Device announced by the MND. • It will be worn by all CA personnel who do not have a distinctive Corps or Regiment button including Colonels-to-Generals. • DEU jacket front closure (30 line) • DEU breast pocket (26 line) • Gorget patch (20 line) • It would be introduced as stocks are depleted. BUTTON DESIGN SAME AS NEW CA FLAG

  11. CA Pocket Badge • Already authorized. • Based on 9 Jul 13 MND’s announcement introducing a CA historic device as our secondary badge, the CA will update our DEU pocket badge based on the primary badge of the WW II Canadian Army. • Introduce at one-time NLT August 2014.

Division Formation Patches LEFT (shoulder) RIGHT 2 Div CA (SQFT) 19-4028 TC • On 9 Jul 13, the MND renamed the former-LFAs to Divisions and spoke about soldiers proudly wearing their identifying patches.. • Introduce a 2” x 3” Division patch in wool melton to be worn on the left upper sleeve of the DEU jacket. • Amend to ADH 265, Chapter 3, Sect 5, para 7, permit formation badges for CA Divisions at public expense. • Left sleeve is required IOT keep forward orientation of CMBG and CBG formation patches which are designed left-to-right dominant. • Left sleeve is the historically correct sleeve for the Division formation patches. • Division pantones are based on WW I and WW II colours. 3 Cdn Div (LFWA) 15-4008 TC 4 Cdn Div (LFCA) 19-6026 TC 5 Cdn Div (LFAA) 19-1617 TC 1 Cdn Div HQ (Kingston)

Royal Canadian Corps Metal Shoulder Titles • On 19 Apr 13, the MND announced the restoration of the names of the Royal CA Corps. • 5 x Branches/Corps were directly affected and restored their names. • New DEU metal shoulder titles have been ordered as well as cloth epaulette flashes on the CADPAT slip-on.

Background: • Sr Army CoC identified void in awareness of benefits, services and programs available to ill and injured soldiers • Dir Cas Support Mgt (DCSM) produced an 81-page ref doc entitled “The Guide” to consolidate relevant benefits, services and programs • Intent: • Produce a soldier-friendly suite of products to promote “The Guide” as well as related services provided by CF Health Svcs Gp

Products Developed: • Quick Reference Guide to “The Guide”, a one-page, pocket-size pamphlet that summarizes applicable benefits, services and programs and directs the soldiers to the appropriate pages of “The Guide” • Soldiers’ Wallet Card to briefly introduce “The Guide” • Mental Health Poster to remind soldiers of resources available to them (i.e. friends, family, CoC, health specialists, CFMAP) when they face marital issues, family violence, workplace conflicts, stress, addiction, and any other personal or professional concerns • Target Audience • All soldiers departing for/arriving from theatre • All Reserve Armoury floors • All CA Divs, down to unit level
