  1. CLEEN (Continuous Lower Energy, Emissions and Noise) Program Technologies Development Presented to: By: Date: AIAA Aerospace Sciences Meeting Jim Skalecky Federal Aviation Administration Office of Environment and Energy January 4, 2010

  2. Next Generation Air Transportation System (NextGen) Ongoing, wide-ranging transformation of U.S. national airspace system (NAS)

  3. GLOBAL CLIMATE NOISE AIR QUALITY WATER QUALITY ENERGY Meeting NextGen Environmental Challenges NextGen goal to increase capacity is dependent upon addressing & mitigating aviation environmental impacts & dealing with related energy issues NextGen environmental goals 5-Pillar approach to develop solutions • Improve science and modeling • Accelerate operational changes • Mature new aircraft technology • Develop renewable fuels • Examine policies & market-based measures • Absolute reduction of significant community noise and air quality emissions impacts • Reduce significant aviation impacts associated with water quality • Improve NAS energy efficiency and, supply of and access to, alternative fuel sources • Limit/reduce the impact of aviation greenhouse gas (GHG) emissions on the globalclimate

  4. Sample Plan for Success (CO2) • Gain 2% efficiency/yr • Carbon neutral growth by 2020, absolute reduction by 2050

  5. FAA CLEEN Program • Address NextGen environmental goals in partnership with industry • Mature promising energy efficient, clean and quiet technologies • Advance renewable alternative fuels for aviation • Assess technology suitability for retrofit or re-engine • Meet national R&D goals

  6. CLEEN Program Goals Develop and demonstrate (TRL 6-7) certifiable aircraft technology

  7. Life Cycle GHG Emissions (gCO2e/MJ) CLEEN Program Goals (continued) Advance use of “drop-in” alternative fuels in aircraft systems focusing on renewable options • No compromise in safety • Successful demonstration • Quantification of environmental impacts, costs and benefits

  8. CLEEN Program Goals (continued) Alternative fuel transition strategies, including: • Consideration of production in sufficient quantities to meet commercial aviation’s needs. • Use of existing fuel infrastructure

  9. CLEEN Solicitation - Alternative Fuels • Limited to demonstration and assessment of alternative fuels • Testing required to support fuel qualification, specification development and production potential. • Does not include funding for development of alternative fuels production capabilities, except production which may be needed to support ASTM approval. • Quantification of costs and benefits

  10. CLEEN Solicitation - Alternative Fuels • Advance alternative jet fuels (which may include a blend with conventional jet fuel) • Economically viable and reduces the life-cycle carbon footprint • does not compete for land/water resources necessary for food production. • Evaluate the effects of alternative fuels on aircraft/engine performance. • Assess emissions effects (relative to Jet-A) of using alternative fuels

  11. CLEEN Timeframe and Funding • Timeframe: Fiscal Year 2009-2014+ • Budget • $125M+ for FY-09 through FY-14* • 1:1 Cost Share • Market Research Conference: May 2008 • Solicitation released: May 12, 2009. • Solicitation closed: July 21. • Proposal Evaluation Completed, Awards Pending Accomplished with support from NASA and AFRL * Per 2009 FAA National Aviation Research Plan and FY 2010 Budget Request

  12. CLEEN Collaboration Opportunities • Interagency Coordination • Air Force Research Laboratory • National Aeronautics and Space Administration • Department of Energy • Department of Agriculture • Government-Industry-Academia Consortia • CLEEN Program awardees • Commercial Aviation Alternative Fuels Initiative (CAAFI) • Partnership for AiR Transportation Noise and Emissions Reduction (PARTNER)

  13. CLEEN Consortium Goals • Facilitate cooperation among awardees • Spur technical interchange • Provide mechanism for effective government-industry collaboration • Accelerate technology transition to commercial products • Provide vehicle to more effectively identify & address technology gaps

  14. CAAFI Goals • Facilitate development of alternative fuels to enhance • Environmental sustainability by reducing Greenhouse Gas (GHG) & Air Quality (AQ) emissions • Fuel supply stability/security • Fuel price stability • Economic development/jobs • Maintain or improve safety and performance www.caafi.org/

  15. PARTNER CLEEN Goals • Develop tools for effective technology assessment • Assess suitability and potential impact of aircraft technologies and alternative fuels on • Aircraft performance • Fleet operations • Environmental and economic policy • Global climate change • Foster collaboration and consensus among academic, commercial and governmental institutions www.partner.aero

  16. Way Forward • Contract awards in 1st Qtr of CY 2010 • CLEEN Consortium Kick-off Spring 2010 • CLEEN engagement with CAAFI and PARTNER activities • Development of CLEEN technology transition roadmaps
