The 15th National Congress on School Transportation (NCST) will take place May 16-20, 2010, at the University of Central Missouri in Warrensburg. Established in 1939, this congress convenes every five years to adopt the National School Transportation Specifications and Procedures (NSTSP). These guidelines serve as essential standards for states when developing their own recommendations for school transportation vehicles and operations. Attendees, including state delegates, will discuss proposed revisions and share expertise to enhance school transportation safety and efficiency.

So what IS the 15th NCST(and Why Should I Care)? • National Congresses (formerly Conferences) on School Transportation held since 1939; now convened each five years in Warrensburg, Missouri • Basic purpose: to deliberate and adopt the National School Transportation Specifications and Procedures (NSTSP, “the book”)
Intended Use • For use by states when establishing their standards, specifications, recommendations, and guidelines for school transportation vehicles and operations • NSTSP documents official actions of the NCST delegates and comprises recommendations to regulatory authorities or other parties.

How can I be a state delegate? • Delegates selected by state directors • Per the NCST Manual of Operating Procedures, seven delegates (and two alternates) allowed per state • Delegation should represent a broad range of expertise, regions, and members • Express interest to your state director
So, what’s new??? • Committee structure and Chairs have been determined • Interim Amendments process in place for items that can’t wait until 2010 • UCMO will soon be hosting website; also will offer electronic registration for 2010 Congress
Amendments to date: • Battery slide tray door (may be integrated) • Door glass measurement clarified • Side skirt dimensions (tolerance for measurement specified) • Special service entrance (lift) doors fastening points (to header and at floor line)
