  2. Program Administration Implementation • The site designates an individual(s) to administer emergency management • There should be access to top management • The extent of program administration is based on the size and complexity of the site and thetypesof hazards onsite

  3. Administration Responsibilities Must • Ensure the Emergency Management Program (EMP) is developed and maintained • Coordinate with other site groups (e.g., fire, medical, industrial hygiene, radiological protection, operations, security, public affairs, engineering) • Coordinate with offsite response organizations • Ensure the technical planning basis is maintained and reflects current site operations and hazards

  4. DOE Order 151.1C states the following responsibilities Develop and maintain an Emergency Plan (EP) Develop the Emergency Readiness Assurance Plan (ERAP) and annual updates Develop and conduct training and exercise programs Coordinate assessment activities Develop related documentation Coordinate emergency response resources Review EPHAs that do not contain classified information or Unclassified Controlled Nuclear Information (UCNI) to determine if they contain potentially exploitable information Administration Responsibilities (cont.)

  5. Include Technical planning basis: Hazards Surveys and Hazards Assessments Emergency plans and implementingprocedures Compliance with DOE Order 151.1, Comprehensive Emergency Management System A program to be established to ensure that vital records are available, per 36 CFR 12, regardless of media, essential to the continued functioning or reconstitution of an organization during and after an emergency Note: DOE Guide 151.1 series provides guidance for preparing documents and meeting requirements.
