Erasmus Mundus – a vehicle for higher education cooperation Objectives: • Enhance the quality of European HE through international co-operation • Improve the development of human resources • Promote dialogue and understanding between peoples and cultures • Promote Europe as a centre of excellence in learning around the world

Erasmus Mundus: three actions • Action 1 • Joint Masters and Doctoral Programmes • implemented by EU and non-EU HEIs • full-study scholarships for students; grants for visiting scholars • Action 2 • Partnerships • EU and non-EU HEIs • scholarships for short-term or degree-seeking student mobility at a range of levels, and for staff • Action 3 • Promotional projects • raise profile of European higher education • tackle challenges of international higher education cooperation

Action 1 Joint Programmes An EM Masters Course or Joint Doctorate… • is developed and delivered by a consortium of HEIs (with study in at least two HEIs) • must involve at least three European HEIs and may involve non-EU HEIs • awards full-study scholarships + scholar grants • provides a joint degree/mulitple degrees

Action 1 Joint Programmes 2012 (EUR 108m budget): • 131 Masters Courses and 34 Joint Doctorates will select students and researchers to start in 2012/2013 • 1,600+ Masters scholarships, 270 doctoral fellowships, 500 scholar scholarships • Consortia involve 724 EU HEIs, 207 non-EU 2004-2011: • Over 12,000 students, 2,000 academics and 350 doctoral candidates have received scholarships

  8. Action 1 and Malaysia • Malaysian nationals selected for scholarships, • 2004 - 2011 • 155 Masters students* (1021 applications) • 13 Masters scholars • 2 doctoral candidates (27 applications) • *Includes 45 additional scholarships for Malaysian nationals in 2005 and 2006 selections

Action 2 Partnerships • Partnerships between HEIs from EU + non-EU HEIs from a specific region • Emphasise co-operation, transfer of know-how • Scholarships of varying length (1m to 3 yr) • Bachelor, master, doctorate, post-doctorate students + HE staff (training, teaching, research) • Mobility for academic disciplines offered by HEIs in the partnership

Action 2 Partnerships 2007-2011 selections: • 160 partnerships • 317 EU, 691 non-EU HEIs involved • Around 14,000 mobility flows implemented by partnerships selected 2007-2009 • Another 12,000 planned under 2010 and 2011 selections 2012 (EUR 170m budget) to select: • 56 partnerships • Min 6,000 mobility flows

Benefits for HE institutions • Establish lasting links between institutions • Improve quality of teaching and students • Put in place mechanisms to facilitate mobility and degree recognition • Increase university visibility, attractiveness worldwide • Enhance reputation through involvement in excellence programmes

Benefits for individuals • Participate in high-level masters/doctoral courses • Receive double/multiple/joint degree from consortium of excellent universities • Acquire in-depth knowledge of Europe + European HE • Improve linguistic skills, intercultural experience • Improve employability of students through recognition of qualifications and study periods abroad • Academic exchange of knowledge, ideas, contacts

Annual Calls for Proposals (projects) One Call, three actions • 2012 Call launched December 2011 • Deadline for proposals: 30 April 2012 • Targets: • Up to 27 EMMCs and 9 EMJDs • 56 Action 2 Partnerships • Malaysia within Asia Regional lot • 8 Asian partnerships each with EUR 2.5 million budget • 6 Action 3 Projects • Selection to be completed July 2012

  20. The future Erasmus Mundus 2009-2013 Erasmus for All 2014-2020 • Programme for education, youth, culture and sport • Rationale: streamline EU support in all areas • Strong international component

Erasmus for All: international HE cooperation The new programme will maintain support for: • Mobility for students and staff from non-EU countries • Joint degrees with scholarships • Programmes for intra-university cooperation on capacity-building • Policy dialogue on higher education between EU and rest of the world

  22. What’s next? Erasmus Mundus • 2012 is the last Call for Proposals for Action 1 • Action 2 & 3: Call for Proposals in 2013 Erasmus for All • Commission proposal tabled in November 2011 • Currently under discussion in European Parliament and among Member States • Adoption of final programme in 2013
