Think of the typical tools in a toolbox... • A screwdriver will not make a good hammer. • A pair of wire cutters will not work well as pliers. • Each tool has a distinct and separate purpose.
This class is intended to: • Put more tools in your toolbox. • Determine which tools are your favorite. • Teach a new way to handle certain tools. • Each individual may not need every tool, but collectively you probably will.
The Crime Free Multi-Housing Program Has: • Reduced Police Calls up to 70% in the U.S. and Canada. • Reduced narcotics-related calls up to 80% across the U.S. • Reduced the public’s fear of crime.
Criminals are like Weeds... • They ROOT • They GROW • They SPROUT OUT • They SPREAD OUT • and -- • They CHOKE OUT the good plants! • (Criminal tenants have that same effect in housing.)
The BEST way to Fight a T-Rex? • Fight him while he is still in his egg! • When a dinosaur hatches, he will progressively get bigger, stronger and HARDER to defeat! • The same is true with CRIME!
To Understand Crime... • Criminals are PREDATORS!! • They sometimes stalk their prey! • They look for the easyvictim.
Speaking of Predators…. • When you think of predators, picture a hungry LION! • They don’t wait for “Take-Out!” • They have to go out and stalk their prey.
The Lion Goes Down to the Water Hole... • Where all the other animals go to get a drink. • The Lion approaches from ‘down-wind’. • The Lion stays ‘low’ in the tall grass. • Lions depend on the Element of Surprise.
The police can arrest, but the offenders are usually released immediately They are not afraid of the police or the courts. Only the landlord or their agent has the authority to remove the tenant permanently for the property. Who has the power?
The police can arrest, but the offenders are usually released immediately They are not afraid of the police or the courts. Only the landlord or their agent has the authority to remove the tenant permanently for the property. We have more impact on them civilly than criminally. Who has the power?
I’ll be the “bad guy.” • I’ll tell you that I’m going to steal a car. • Within the 1-sq. mile • Within the 3-hours • I’ll wear a black mask and a striped shirt with numbers on the chest. • I’ll carry a flashlight.
Kansas City Studies • Kansas City Police Department study between 1972-1973 • Testing whether the presence of police reduce crime • Victim surveys, reported crime rates, arrest data, attitudinal surveys, survey of local businesses, trained observers were used to gather data.
Increased Response Times • Wanted to see if increased response times catches more suspects • Increased likelihood of accidents for officers • Most suspects are not at the scene when police arrive, nationally it is about 3%.
