  1. Effective Community Outreach Noise Abatement Navigation Post-ANCA

  2. “Success usually comes to those who are too busy to be looking for it.” Henry David Thoreau

  3. The Challenge of San Francisco International Airport

  4. San Francisco International Airport • Owned and Operated by the City and County of San Francisco • Located 12 miles south of the City and County limits. • Majority of noise impacts are on non-residents of the City and County of San Francisco.

  5. Traditional Noise Abatement Programs Complaint Processing Noise Monitoring Flight Track Recording

  6. SFO Aircraft Noise Complaint Processing

  7. Noise Monitoring “The view from 30,000 feet.”

  8. Flight Track Recording

  9. “How’s that working for you so far?”Dr. Phil

  10. Realigning Expectations“Success does not consist in never making mistakes but in never making the same one a second time.“George Bernard Shaw

  11. Reaching out to the Community • Open your office • Provide as much information as possible. • Work with elected community leaders • “Noise 101” • “Fly Quiet” Program

  12. Opening the Office Invite your customers in for a sit down discussion. Show them all the “whiz bang” capabilities of your noise monitoring and flight tracking systems. Explain the challenges of managing aircraft noise issues, but don’t blame others (FAA, airlines, pilots, etc.)

  13. Opening up the Office

  14. Providing as much information as possible. Do not hide behind technical jargon (CNEL, SEL, DNL, etc.) Provide timely and accurate reports and information that the average lay person can easily comprehend and use. Go out in the surrounding communities and listen. Use the internet to your advantage. Place noise and flight information on the web. Allow access to monthly information via the web

  15. Working with local elected community leaders. Meet with them and ask about their constituents’ concerns. Establish a regularly scheduled public forum with these officials to discuss nothing but noise issues. Jointly, develop a Memorandum of Understanding, between the Airport and the surrounding communities.

  16. Develop a “Noise 101” Program Synopsis of all these outreach programs that can be provided for local officials, community groups, or the average citizen. Topics should include: Relationships (FAA, Airports, Airlines, Communities) Noise Terminology Regulatory Aspects Take the show on the road! Evolve into an “Airport 101” Program.

  17. Taking it on the Road!

  18. Establish a “Fly Quiet” Program. Objective scorecard measuring airline performance. Categories and Criteria tailored to meet your airport and your community’s needs. Designed to promoted cooperative carriers. Publish monthly or quarterly results.

  19. “So, what does this all mean?”

  20. Noise Abatement—The Next Generation Aircraft are quieter, but they will always make noise. Changes in the airspace will only provide marginal improvements. Local communities control local land use. Insulation programs work on a very limited basis. Proactive relationship between the airport and community is the keystone to realigning expectations.

  21. “If you do not raise your eyes you will think that you are at the highest point.”Antonio Porchia
