  1. Public Health Team Offer to Area Action Partnerships Anna Lynch Director of Public Health County Durham

  2. Health in County Durham • Health inequalities exist between County Durham and England as well as within County Durham • Health in County Durham has improved over recent years but remains worse than the England average. Levels of deprivation are higher and life expectancy is lower than the England average • There is a large gap in premature mortality between more affluent and more deprived areas in County Durham. • Marmot in his report Fair Society, Healthy Lives advised a focus on the social determinants of health the "causes of the causes" of health inequalities.

  3. What impacts on health? • To a large extent, factors such as where we live, the state of our environment, our income and education level, and our relationships with friends and family all have considerable impacts on health • The conditions in which people are born, grow, work and age are shaped by the distribution of money, power and resources at a global, local and national level. • The more commonly considered factors such as access and use of health care services often have less of an impact on health, but are of course, still important for many people. • Poor social, economic, and environmental conditions lead to poor behaviors and poor health outcomes. • The abrasive nature of inequality leads to an accumulation of disadvantage.

  4. The Health Map (adapted from Dahlgren and Whitehead 1991)

  5. Selected indicators for Derwent Valley AAP (based on ‘best fit’ MSOAs) There is variation in life expectancy across the AAP for men and women ...and variation when compared to County Durham and England. This is greatly impacted by….. …social determinants of health and wellbeing (causes of the causes). These outcomes are generally significantly better than County Durham …. NB: MSOA level data may mask smaller areas of deprivation/need but statistically it is not possible to go to LSOA level as the numbers are too small.

  6. Selected indicators for Derwent Valley AAP (2) Childhood obesity is lower than County Durham and not significantly different to England. For adults, obesity, binge drinking and healthy eating is worse than England as are… Hospital stays for alcohol related and self harm*. Only premature all cause mortality is significantly higher than England*. * Ratios can only be compared to the reference population, in this case England. Durham AAP cannot be compared to County Durham when ratios are used.

  7. Public Health Offer Public health will work to build sustainable relationships with AAPs and; • Provide specialist support and advice in relation to evidence based practice. • Promote the principles and practice of asset based methodology and co-production. • Promote and facilitate joint working with wider partners including clinical commissioning groups. • Identify the public health skills and capacity building needs of AAPs • Support in the evaluation of health related pilot projects. • Provide information and specilaist advice on health related programes and campaigns. • Provide specialist support for relevant health related funding bids.

  8. AAP Commitments AAPs could: • Consider how to best incorporate specialist public health advice into their decision making processes. • Use the available specialist public health skills to target projects and practice aimed at health inequalities • AAPs agree to act as a platform for raising awareness for public health related programs and campaigns (a previous example was the support provided for plain packaging for tobacco).
