Executive Order 13439 (July 2007) established the Interagency Working Group on Import Safety Working group recommended that use of ITDS be required when collecting information to clear or license the import or export of cargo Office of Management and Budget directive M-07-23, dated September 10, 2007: Mandated that each department designated to participate in the President’s Working Group on Import Safety identify a senior executive, by September 21, 2007, to participate on an interagency team to coordinate agency use of ITDS Directed agencies to develop a plan for using ITDS by November 12, 2007 International Trade Data System 44 Participating Government Agencies (PGA) in ITDS More than 300 ACE Secure Data Portal end-users from 30 PGAs Security and Accountability For Every (SAFE) Port Act of 2006 officially established the ITDS initiative under the Department of the Treasury and mandated agencies involved in licensing and admissibility to join ITDS

Entry data is linked to manifest data in ACE Warehouse • M2.3 will enable the trade to file PGA specific data electronically through ABI

ITDS Standard Data Set • The Standard Data Set (SDS) is a comprehensive list of data elements to support the international trade process and U.S. border legal, regulatory, and enforcement responsibilities • Harmonized to under 400 data elements from 10,000 data elements collected from 26 agencies

SDS harmonization process is 95% completed Mapped SDS to CBP’s EDI messages Identified SDS data elements that are not collected by CBP via EDI messages Mapped SDS to WCO Data Model Identified SDS data elements that are not in the WCO Model Presented data maintenance requests (DMR) to WCO working group for Version 3. Majority of DMRs were accepted by WCO working group; the remaining DMRs are still being reviewed by WCO group Currently participating in WCO working group to harmonize US DMRs with other countries’ DMRs What We Have Completed

Multiple Occurrences of One Data Element • Some PGA data reporting will require multiple instances of one data element • For example: • Two data elements will be required to specify origin • Source Country Code • Source Location Code Type • But there may be a need for more instances of each element for a particular commodity for different agencies, for example:

Although there are some additional data elements that will need to be filed electronically, that does not translate directly to new data filings by the Trade This data is already filed on paper if not electronically - it is filed with the agencies and not through CBP The same data will no longer have to be filed with multiple agencies What constitutes the “same data” is being expanded through harmonization The only new data is the addition of “qualifiers” Expected Changes in Data Filing

PGA specific data will not be filed electronically until Cargo Release is implemented in ACE Very few PGA data elements will be added to the manifest The most of the new data elements will be added either to the entry/entry summary messages, or they may be new messages required from the brokers/importers The determination of who files the data will depend on who has the data What does this mean for the Trade?
