  10. Upgrading Communications Siren Communications Upgrades: $1.3M for 246 sirens that will need communications upgraded due to narrow banding “Narrowbanding” refers to a requirement by the FCC that — on or before January 1, 2013 — 12-15 Ghz 150-174 Mhz 800/900 Mhz

Large Permitting Issues resolved; Entered into MOU’s with Counties to help permitting sirens and outline approval process for County owned sites Waiver with National Park Service to allow sirens in parks with out a land conversion provision. • HONOLULU County: • 72 sirens will be bid for construction • 108 sirens will be narrow banded • MAUI County: • 34 sirens will be bid for construction • 42 sirens will be narrow banded

HAWAII COUNTY: • 71 sirens will be bid for construction • 28 sirens will be narrow banded • KAUAI COUNTY: • 48 sirens will be bid for construction • 16 sirens will be narrow banded • Work Order Deployment Method; • Contractors will bid on siren Work Order in lots • State will procure siren equipment via sole source price list • Work Orders are released with Owner Supplied Equipment
