UPRR Ramp Rules, Policies, Procedures Requirement for Mechanics repairing RCD’s Federal Register, Part III 49CFR 396.19 Inspector qualifications • Motor carriers and intermodal equipment providers must ensure that individuals performing annual inspections under Sec 396.17(d) or (e) are qualified as follows: • Understand the inspection criteria set forth in part 393 and appendix G of this subchapter and can identify defective components: • Are knowledgeable of and have mastered the methods, procedures, tools and equipment used when performing an inspection: and • Are capable of performing an inspection by reason of experience, training, or both as follows: • Successfully completed a Federal-or State-sponsored training program or have a certificate from a State or Canadian Province that qualifies the individuals to perform commercial motor vehicle safety inspections, or • Have a combination of training or experience totaling at least 1 year

UPRR Ramp Rules, Policies, Procedures Key Points UPRR has approached all interchange partners to secure a signed bi-lateral which will allow UP to repair RCD’s on foreign chassis on our terminals, and other roads to make repairs to our equipment. -Without a signed agreement, we will not repair RDC’s on any chassis other than UPRR’s -There can be NO deviation from this policy…… -We must insure all required reporting is done within the time limits… -Mechanics making RCD repairs must have one year experience… -ALL UNITS that have a RCD MUST be placed in Bad Order, and released once repairs are completed…..includes Roadability Lanes… -Key personnel for each company will have to have User Id’s and Web access to facilitate reporting requirements…
