Coverage of Norwegian Result of Research • Frida - a National Portal of Reseach Results • Expected in future to cover 90% of Norwegian research • Owned by the 4 ’old ’Universities and used by larger University colleges • Frida in use from 2003 • Based on the CERIF model and UiBs FDok • 3 modules: Reseach results, Research profiles, Projects (soon to appear) • Basis for aggregated data/reports to the Ministry • Internal at the Universities: allocation of money, dissimination of activities, monitor the academic activity, basis for local reseach strategy • Results of Reseach has become the basis for part of the budgeting to the institutions

  3. Structure of Frida • One physical database • Logical databases for each institution • Shared data: journals, publishers, lists,…..

  5. Financing system has three components • Basis (60 pst) • Research (15 pst) • Teaching (25 pst) (Dissemination could be a possible fourth component) The Research component • Strategic component • Result based component

Publication points • Publication points are chosen by the Ministry ofEducation and Research as indicators for allocating some of the funding to the Universities and Colleges • Value of publication point is about 20.000NOK/2.500 euro • About 180 mill NOK / 23 mill euro was allocated nationally on basis of Frida results (2005)

  9. Forward….. • The budget is fixed – 0-sum. The institutions has to compete for the money • Publication points are based on the adresses that the researcher has given in the article and to publishers • Ministry is planning to include dissimination of results in similar model • Less research at the Colleges. Dissemination will give them a possibility to compete for the money
