The PNRPS… • is a strategy that articulates the common vision and direction that the Philippines would want to pursue in relation to REDD-Plus development and implementation. • presents a broad range of strategies and corresponding activities over a 10-year time horizon (2010-2020). • defines the need to prepare forestland managers throughout the country to assume responsibility in implementing REDD-Plus programs, research, projects and activities with the support of the international, national and local agencies, NGOs and other support groups.

The PNRPSenvisions… • Empowered forest  managers and support groups sustainably and equitably managing forestlands and ancestral domains with enhanced carbon stock and reduced greenhouse gases emission. Within the vision framework, the impact areas include: • Reduced forest degradation and deforestation • Poverty reduction • Biodiversity Conservation • Improved governance

Components of the PNRPS • 4 Major Components • Enabling Policies to support and promote REDD-Plus • Forest Sector Governance • Forest Resource Use, Allocation and Management • Measurable, Reportable and Verifiable (MRV) Conditions • 3 Cross-Cutting Components • Capacity Building and Communication • Research and Development • Sustainable Financing

  14. Proposed NMRC composition • Government: agencies involved with forest management and/or REDD+ • Non-Government: representatives from the indigenous peoples, CBFM POs, NGOs, academe/university and private sector groups involved in forest management

Proposed NMRC functions and responsibilities • Primarily to serve as the coordinating and governing body for the implementation of the PNRPS; • Coordinate with national agencies and local government units in the implementation of PNRPS in their respective sectors and areas; • Recommend policy and other measures to ensure the effective implementation of PNRPS; • Ensure meaningful representation and active participation of the indigenous communities, forest communities and other affected basic sectors;

Oversee, monitor and recommend measures to ensure the effective formulation, implementation and evaluation of policies, programs and resource allocation and management of the PNRPS; • Oversee and monitor the implementation of MRV; • Advocate for the mobilization of funds by the national and local governments to support REDD-Plus projects.

Challenges ahead … • For the government to issue a national policy or legislation on REDD-Plus clarifying, among others, carbon rights/ownerships or benefit sharing and private sector engagement • For the government to establish and operationalize the National Multi-stakeholder REDD-Plus Council (NRMC) • For the private sector to be more involved in forest management
