Organization of the work of SG5 Working Party 1/5“Damage prevention and safety” WP1/5 is responsible for studies relating to protection of telecommunication installations in order to reduce damages and achieve safety of telecom personnel and users of telecom services. Work areas: Q1/5 - Copper cables, networks and fibre-optic connection hardware for broadband access Q2/5- Protective components and assemblies Q3/5- Interference to telecommunication networks due to power systems and electrified railway systems Q4/5 - Resistibility and safety in telecommunications Q5/5- Lightning protection and earthing of telecommunication systems

Organization of the work of SG5 WP2/5 is responsible for studies relating to achieve EMC of telecommunication installations and safety of telecom personnel and population against electromagnetic fields. Work areas: Q6/5- EMC issues arising from the convergence of IT and communication equipment Q7/5 - Human exposure to electromagnetic fields (EMFs) due to radio systems and mobile equipment Q8/5- EMC issues in home networks Q9/5- Generic and product family EMC recommendations for telecommunication equipment Q10/5- Security of telecommunication and information systems concerning the electromagnetic environment Q11/5- EMC requirements for the Information Society

Organization of the work of SG5 Working Party 3/5“ICT and climate change” WP3/5 is responsible for studies relating to ICT, environment and climate change, development of methodologies for evaluating the ICT effects on climate change and publishing guidelines for using ICTs in an eco-friendly way. Work areas: Q13/5- Environmental impact reduction including e-waste Q14/5- Setting up a low cost sustainable telecommunication infrastructure for rural communications in developing countries Q15/5 - ICTs and adaptation to the effects of climate change Q16/5- Leveraging and enhancing the ICT Environmental sustainability Q17/5- Energy efficiency for the ICT sector and harmonization of environmental standards Q18/5- Methodologies for the assessment of environmental impact of ICT Q19/5- Power feeding systems

Joint Coordination Activityon ICTs & Climate Change(JCA-ICT&CC) The purpose of the JCA-ICT&CC is: • to provide a visible contact point for ICT and Climate Change activities in ITU-T; • to seek co-operation from external bodies working in the field of ICT and climate change; • to enable effective two-way communication with these bodies. External bodies include representatives from relevant SDOs such as IEC, ISO or relevant academia, consortia or fora.

SG5 REGIONAL GROUPS • In accordance with Resolution 54 (creation of regional groups), and Resolutions 44, 59 and 72 (WTSA-08), Study Group 5, at its meeting in May 2009 created the SG5 Regional Group for Africa. • Three other regional groups: • Regional group for Arab region • Regional group for America • Regional group for Asia Pacific

SG5RG for AfricaObjectives • Encourage national authorities, operators and consumers from developing countries to work together and better contribute to ITU-T activities on the achievement of EMC in telecommunication installations as well as on EMF and human health • Enhance the collaboration on all activities related to “Climate change” in conformity with SG5 extended mandate

TERMS OF REFERENCE (1/2) • To encourage active participation of African administrations, regulators and operators to the work of SG5 and to report to them SG5 outcomes and deliverables • To boost discussions on EMC and EMF effects on health challenges facing administrations, operators and regulators in the continent • To encourage participation of African countries to workshops and other ITU-T Study Group 5 events • To reflect the relevant priorities of the continent as per SG5 mandate • To encourage African countries to contribute to the development of new/revised ITU-T Recommendations on EMF effects and report on their respective “Climate change” activities

TERMS OF REFERENCE (2/2) • To disseminate relevant information provided by ITU-T on EMF standards, compliance and measurement methods applicable to telecommunication networks, to the safety of telecommunication personnel and users against current and voltages, and telecommunication personnel and the general public from electromagnetic fields generated by telecommunication installation • To provide a better follow up from and to the focal points identified on “Climate change” activities launched by ITU • To collaborate with African Telecommunication Union (ATU) • Act as a liaison body between administrations, operators, regulators and ITU-T in matters relating to Environment and Climate Change.

(Study period 2008-2012) • Questionnaire on EMF exposure send on 5 February 2010 “TSB Collective letter 1/SG5RG-AFR”. • Joint Workshop RGSG5 and RGSG12 “Delivering good quality telecommunication service in a safe environment in Africa", held on 26‑27 July 2010 and first SG5 Regional Group meeting held on 29 July 2010 in Kenya • Workshop “Practical measurement of EMF exposure”, held on 25-26 July 2011 and Regional Group meeting held on 27 July 2011 in Botswana • Workshop on tackling climate change and Specific Absorption Rate (SAR) Measurement held on 19 July 2012 Regional Group meeting held on 20 July 2011 in Benin • Adhoc meetings held in each SG5 meeting since November 2010

(Study period 2013-2016) • The objectives of the regional group for this new study period : • Improve our organization and working method to produce relevant deliverables; • Recruit new members that can contribute to the work of RGSG5 and foster participation; • Ensure consistency in participation and deliverables; • Improve our involvement in climate change work; • Establish relationship with regional organization for the implementation of relevant SG5 standard as a directive. • New structure with two working group: • Working group 1 on Damage prevention and safety and EMF • Working group 2 on ICTs and climate change. • Management team • Chairman: Mr KOUAKOU Guy-Michel • Vice chairman: Mr Peter Ulanga (chairman of the working Group 2) • Vice chairman: Mr Vincent NAMRONA (chairman of Working Group 1) • Vice chairman: Ms Fatoumata S.   14. CONCLUSION • Encourage experts to subscribe to the mailing list of the regional group • Incite national authorities to be involved in the work of the regional group • Nominate focal points for SG5RG
