District Background • Second-largest school district in Illinois • 41,000+ students • 11 diverse communities (urban & suburban) • 53 schools in Cook, Kane, & DuPage Co. • Student Demographics: • 42.7% White • 41.0% Hispanic • 7.6% Asian/Pacific Islander • 6.8% African-American • 42.5% Low-Income • 19.9% Limited English Proficient

  3. State of the District in 2002 • Budget Crisis - $56 million shortfall. • NCLB begins - Only 48% of elementary schools making AYP. No middle schools making AYP. No high schools making AYP. • Site-based management - Little alignment of curriculum, instruction, or finances. • Superintendent search underway due to the retirement of popular leader.

  4. Board Actions • Selects new superintendent after extensive search. • Collaborates with outside organization (Stupski Foundation). • Implements budget cuts to address shortfall. • Approves the District’s first District Improvement Plan.

Short and easy for all to understand • Posted throughout district • Superintendent goals tied to DIP • Public reporting on progress at Board meetings (Improved public accountability) • Board begins to use data in decision making • Annual planning cycle/continuous improvement

The Results • Improved academic achievement • 39 out of 40 elementary schools making AYP • Dramatic increase in middle school performance • IMAGE performance (for English Language Learners) has shown dramatic improvement relative to NCLB standards • The achievement gap was cut in half between 2003 and 2006. • Improved Finances • Fifth consecutive balanced budget • Improved Moody’s ratings

Our Focus Today • Continued assessment and evaluation of elementary school performance. • Further alignment of secondary education: • Middle and high school U.S. History • High school civics and economics • High school language arts (writing intensive) • Increased high school graduation requirements • Full review of middle school education • Continued professional development.
