Small Business Assistance Program Deliberately designed as a separate non-regulatory office within the Montana Department of Environmental Quality, the mission of the Small Business Assistance Program is to help Montana businesses achieve compliance with all applicable environmental regulations.

How is the SBAP Structured? • Located within the Business and Community Assistance Program of the Montana DEQ. • Non-regulatory! • Although housed within the DEQ, we DO NOT share project specifics with other departments. Additionally, those seeking assistance may remain anonymous when using the toll-free hotline. (1-800-433-8773)

  5. Recycling & Market Development The mission of the Recycling and Market Development Program is to both promote the reduction, reuse, recycling and composting of wastes and to work to expand the business markets and opportunities to productively use these wastes.

  6. Recycling & Market Development As outlined in the Montana Integrated Waste Management Act of 1991, we work to conserve resources and reduce the toxicity and amount of materials that go into Montana landfills.

  7. Recycling & Market Development • Functions • Tracking of waste reduction and recycling activities across the State of Montana • Acting as a central contact regarding these activities, and • Providing technical assistance to businesses, industry, communities, and individuals.

  8. Recycling & Market Development • Functions continued… • Develop and distribute publications detailing recycling opportunities throughout Montana. • Establish partnerships with other governmental agencies businesses, and community members to promote innovative waste management solutions.

  9. Business and Community Assistance Program The Recycling and Market Development Program and the Small Business Assistance Program work together on the common theme of finding ways to prevent pollution before it occurs.

Past Projects • Completed in the last year • Re-use of street sweepings (w/MDT) • Enabling specs for use of glass cullet (MDT) • Mercury thermometer exchange • Activities for P2 week, America Recycles Day and Earth Day • Compost bin sale • Under the Big Sky Greening Conference • Developed a solid waste and recycling data tracking tool

  12. Ongoing and Planned Projects for Fiscal Year ’04 continued… • MDT re-vegetation project • UM dining facility demo project • Home composting outreach (articles, brochures, bin sales) • Recycled glass (Holcim, Ash Grove, landscaping and road construction)

  13. Ongoing and Planned Projects for Fiscal Year ’04 continued… • Integrated Waste Management Plan • EMS (3-Rs) Program for state government, including EPP -- model program to be implemented and tested by DEQ. • Solid Waste • Energy • Water • Toxics

Ongoing and Planned Projects for Fiscal Year ’04 continued… • Spring ’04 gathering of solid waste representatives from across the state to try and form a more cohesive strategy of improving 3-Rs throughout the state. • Activities for P2 week, America Recycles Day and Earth Day. • Partnership grant project w/DPPHS to address asthma in schools and daycares.
