When can we do WFO (Third Source)? • To cost recover • When there is excess capacity (NCI remains our first priority) Other Conditions That Apply… • We perform a service(not collaboration, research, development, or demonstration) • We are not a subcontract (other federal agency flow-down contract provisions will not apply) • Charges are Fixed Price, Fixed Unit Price, or Labor Hours • Requestor is billed monthly (>$25K adv. pmt. threshold)
WFO Intellectual Property • IP will be governed by the IP provisions of the SAIC-F OTS Prime Contract • Confidentiality/non-disclosure agreements apply • Employee invention reports follow established procedures

WFO Oversight Committee Function • To evaluate the request for: • Feasibility of the SOW per FAR • Ranking in scientific importance • Financial necessity • Prioritizing against the Support Service’s existing commitments • To forward the request for NCI-F Contracting Officer & NCI-F Project Officer approval
WFO Process • Request received by CSAS, Email, or telephone • POC notified • Requestor Information Package sent to requestor (or website) • Requestor completes SOW and returns w/in 7 days • Lab sends requestor cost estimate • Requestor accepts w/in 30 days • POC initiates WFO Oversight Committee Meeting to review request • WFO Committee submits request for COA • POC notifies requestor of COA w/in 14 days from acknowledgement
WFO Process • Research Contracts prepares and sends WFO Agreement to requestor • Requestor signs and returns w/in 14 days • Work commences and completes • Lab submits billing template to General Accounting (GA) • GA invoices requestor and includes QA Customer Satisfaction Survey to return with payment • Quarterly WFO Status Reports submitted to NCI w/QA metrics
