  3. 3CAP & CIVIL ENFORCEMENT Initial project briefs received • Backlog of TRO projects post-CPE (NCC) • Outstanding project development (NCC) • Outdated policies and practices (NCC) • Lack of experienced staff (NCC) • Good knowledge of processes (URS) • ‘right place / right time’ (URS)

  4. FIRST NCC RESTRUCTURES Gradual increase in programme • Briefs become more formal inc. Policy reviews • Involvement from others - LTP team (funding and briefing) - District Managers (local knowledge and feedback) - TRO team (new setup) - Parking Managers & CPU (enforcement) - Councillors (pet projects and local interest)

  5. THE WHEELS FALL OFF… Project delivery begins to suffer • Lack of formal Client focus • Programme and process delays • Conflicting instructions and priorities • Insufficient Client knowledge • Loss of designer motivation • Complaints from public and Councillors

  6. RUNNING REPAIRS… Single Client point of contact • Improvements team ‘bolt-on’ Formal approval process at key stages • Development of the ‘Gateway’ process Review of the TRO process • Based on experience with other Authorities

  7. CURRENT PRACTICE Significant NCC project workload • URS TM team of 6-8 engineers • NCC team of 5 engineers • Helped to deliver 12/13 programme £2m+ • URS contribution approx. 30% • Critical projects delivered on time to budget • Improved reputation with public and NCC

  8. CURRENT INITIATIVES Co-location of URS staff • Timely briefing of new projects • Problems dealt with more effectively • Good progress feedback • Day-to-day progress monitoring by Client • Share experience and advice with NCC staff

  9. CURRENT INITIATIVES Gateway process • Regular formal feedback of scheme • Clearly defined responsibilities • Regular URS management review • Audit trail of comments and changes • formalises the scheme handover process

  10. CURRENT INITIATIVES TRO procedures • Shorter lead times / faster scheme delivery • Better scheme momentum with the public • More efficient use of designers’ time • Improved understanding of TRO background • Designers’ momentum and scheme control • Cheaper

  11. FUTURE PLANS Continued improvement • Extend co-location • Standardised communication with public • Extension of gateway process • Cross team training • Shared files
