Goals for Today • Improve the understanding of Career-Technical Credit Transfer and establish the expectations associated with House Bill 66 (ORC 3333.162). • Gain an appreciation for the statewide nature of Career-Technical Credit Transfer and how its adoption can benefit secondary and adult learners. http://regents.ohio.gov/careertechtransfer/index.php

Key Words and Phrases in House Bill 66 • Technical Education (not general education). • Public Supported (not available to private institutions). • Without Unnecessary Duplication or Institutional Barriers. • Common Equivalent Coursework. • Build Upon the Transfer Assurance Guides (TAGs). • Use Learning Outcomes as the Basis for Equivalency. http://regents.ohio.gov/careertechtransfer/index.php

Important Considerations about (CT)² • Recognized industry standards have been interpreted to mean credentials or licenses. • Program charters, accreditations, or approvals are used as proof that learning outcomes are being met. • (CT)² does not supplant or undermine regional, bilateral agreements. It provides a minimum statewide course guarantee. • Career-Technical Assurance Guides (CTAGs) and Career-Technical Articulation Numbers (CTANs) serve as the “connector/translator” where credit is assigned to knowledge. • A barrier to implementation has been the acceptance of (CT)² and the failure to recognize that it is mandatory.

Definitions • Career-Technical Assurance Guide (CTAG) • An overview of equivalent content and learning outcomes. • Comprised of one or more CTANs • Career-Technical Articulation Number (CTAN) • Comprises the CTAGs • Provides a numbering system for easy identification of content • Ohio Articulation Number (OAN) • CEMS is a Web-based tool that supports course/program submission, review, and posting of equivalent courses/programs. • CTAG Coordinator • (CT)² Contact • Course/Program Creation (part one of the submission process) • Match Creation (part two of the submission process)

CTANs and OANs Serve as the Connectors or Translators Where Credit is Assigned to Knowledge TAGS and CTAGS TAGs A B Credit Course 3/S Crdts OAN Credit Course 4/S Crdts 4S/6Q (relative credit value) In TAGs, once courses are deemed equivalent students are awarded credit earned from the sending institutions. A CTAGs B Non-Credit Content CTAN Credit Courses 3/S Crdts 3S/4Q (relative credit value) In CTAGs, once content is deemed equivalent students are awarded credit offered by the receiving institutions.

The Reality: If the Shoe Fits You Must Submit • Institutional Expectations • Course credit must be awarded to the matriculating student with verified CTAN numbers in one of two ways: • A course or program for which your institution has received (CT)² approval via validation panels. In such cases the courses and their associated credit hours will be transcripted and applied to the applicants technical major. • In the absence of an equivalent course, and when the institution offers the technical program, credit will be granted by the receiving institution that is no less than the minimum value of the CTAN or CTAG with the specifics determined by the receiving institution. http://regents.ohio.gov/careertechtransfer/index.php
