ATM.003 rulemaking task • Subject: Development of rules on Air Traffic Controller licensing • Objective: Implement the amended EASA BR • ToR adopted after consultation in Oct. 2009, changed after the issue of the 1st phase Opinion • Working Method: • Rulemaking group (11 members from stakeholders, unions, ANSPs, authorities + Commission) • Medical requirements addressed by ad-hoc expertise • Eurocontrol expertise involved where appropriate • 16 meetings held (6 for the 1st phase) 2 2

Objectives • High & uniform level of safety but also … • Filling gaps between BR objectives and existing rule • Common training standards, including AMC/GM; • EU level recognition of licences • Promote/enable ATCO mobility, FAB integration, etc. • Clear framework for ATCO training organisations + recognition of their certificates; • Synergies of aeromedical examiners & centres on medical certification; • Implementation feedback • Member States’ written proposals (excluded in ‘fast-track’) • ATM Standardisation visits

  9. Mutual Recognition • Licences, ratings, rating & licence endorsements + medical certificates • Certificates of ATCO training organisations, AMEs, AeMCs • To facilitate mobility: • Procedure defined for exchanging licences if changing countries • Conditions for granting unit endorsement 9 9

Transitional arrangements • Applicability: 18 months following publication • Grandfathering, wherever possible • Replacement of licences, etc. < 18+6 months • Special cases: • national ACP+OCN • ACS/APS+RAD/ADS with limitation until training accomplished • examiners and assessors converted if appropriate • UCS to be adapted < 18+6 months • training plans to be adapted < 18+6 months 10 10
