The Gagnon Project reduces habitat limiting factors by creating approximately .56 acres of off-channel high-flow (>3,000 cfs) refuge and rearing habitat while connecting 0.5 acres of currently isolated high-flow habitat; directly benefiting juvenile Chinook, Steelhead, and Coho. The project also includes 1.39 acres of riparian restoration. Objective

  10. Concern The application should state that as part of the project a pump test will be done to confirm the presence of sufficient hyporheic flow to support flow at the alcove outlet Response A pump test will be conducted

  11. ConcernThe applicant is strongly encouraged to do rigorous monitoring throughout the year to determine fish use Response Chelan County in coordination with the RTT are currently preparing project monitoring protocols

  12. Concern • Pond photos in report indicate high probability of temperature and DO problems during summer. Are there water quality problems in the pond? Response • Water quality will be sampled during the pump test • Elevated water temperatures or DO due to ponding are expected to lower following the completion of the perc channel

  13. ConcernWill predation be an issue? Response • The pond has been designed to avoid fish stranding • The riparian planting component of this project will restore 1.39 acres of riparian habitat to back channel habitats providing cover and refuge from predators.

  14. Concern • An overall concern exists with all of the off-channel projects being considered in the lower Wenatchee River because they appear to provide short-term engineered solutions Response • Chelan County watershed wide restoration approach

  20. Concern • Will DOT provide matching funds? Why didn’t the DOT take care of this (culvert) when the previous work was done? Response • This culvert is not the responsibility of the state. Itis beneath a private road.

  21. Concern • Why didn’t the proponent apply for funds to remedy the downstream barrier first? Response • Chelan County has applied to the Tributary Fund for funds to replace the downstream culvert • Our intent is to replace the upper and lower Skinney Creek culverts concurrently

  23. ConcernSkinney Creek appears to be a low priority intermittent stream. Why are passage efforts being focused here? Response Skinney Creek is a high priority stream because • There is a known occurrence of Adult spawning Endangered summer steelhead • There is a known occurrence of juvenile steelhead/rainbow rearing • There is a known occurrence of spring Chinook rearing to the lower Skinney Creek barrier • Bulltrout have recently been documented spawning in the parent creek, Chiwaukum, and there is potential for Bulltrout rearing or high flow refugia here. • Dept. of Transportation has made a substantial effort to replace 3 barrier culverts upstream and it is the counties responsibility to replace the downstream culverts • In the Upper Columbia Salmon Recovery Plan under “Short term Restoration Actions” it states “Increase connectivity along Skinney Creek” • In the Wenatchee Watershed Management Plan Habitat Schedule it states “address passage barriers at Skinney Creek near mouth “ as a high priority • Within the more arid eastern Cascades, small systems like Skinney creek are important for providing critical high flow refuge areas, predator escape cover, and summer rearing and overwintering habitat

  29. Concern • What is the possibility that the structure resulting from this design would persist and not fill back in? Response • Expect minor sediment accumulation • Backchannel will be constructed at a slight grade to promote scour of a thalweg

  30. Concern • The proponent should also consider a side channel project at this site rather than a backwater alcove Response • Study will examine a flow through side channel
