  3. Employment ServicesBackground Workforce Investment Act • WIA is an Act of Congress • WIA funds flow from: • Federal Dept. of Labor to State of CA Employment Development Dept. & then to local Cities and Counties

Employment ServicesBackground Workforce Investment Act Services: • Provided through certified WorkSource / One Stop Centers & Youth Service providers strategically located throughout the Country • Mandatory Partners of One-Stop: • Employment Development Department • Department of Rehabilitation • Title V Older Worker • Indian Affairs

  5. Employment ServicesBackground Workforce Investment Act Services: • WorkSource Centers target services to: • Unemployed or underemployed adults ages 18 & over • Employers/Businesses • Youth Service Centers target services to Youth ages 14-21 All employment & business services are FREE!

Employment Services • Universal • Self directed job search activities – use of computers, copiers, telephones & faxes (no paperwork or registration is required) Intensive & Training Services • Staff assisted services include assessment, development of an Individual Employment Plan (IEP), career counseling, job placement, & training (Requires eligibility documentation & registration)

Employment Services • Other Services • One-Stops can assist customers with a variety of services, including: • GED/Basic Skills Remediation • Job Listings & Internet Access • Resume Assistance • Various work/skill/interest related assessments • Voicemail/E-mail accounts • Assistive Technology • Phones & TTY phone • Workshops – resume writing, other • On-the-Job Training • Supportive Services • Living Wage Goals • Retention Services – Services Continue AFTER Employment!

Employment Services • Business Services • One-Stops can assist employers with a variety of services, including: • Pre-screened qualified candidates • Disability law & hiring practices • Tax incentives & credits for hiring eligible employees • Information on regional labor market & economic conditions • Area-wide recruitments • Layoff & business closure

CA DPN Program Objectives • Create systemic change by making One-Stops a more welcoming place for persons with disabilities • Increase both physical and programmatic service access • Create attitudinal change related to the ability of persons with disabilities to work • Develop new/ongoing partnerships to expand available services • Expand & enhance services to better meet the needs of all customers. • Increase the number of people with disabilities accessing WIA services, including quality employment outcomes.

NextSteps…Benefits of Partnering • One-Stops have a need for connection to mental health services • Performance measures & outcomes for both systems are the same = EMPLOYMENT! • One-Stop & Mental Health agencies can assist each other in achieving individual employment goals • Co-Case Management = It can work! • Ability to leverage funds & services = better services to customer/participant • Sustainability

  16. survey conducted November 2008DPN outcomes: 100 percent of DPN grants reported improved outcomes • Resulting in programmatic, physical, and communication accessibility of One-Stop Career Centers. • In training One-Staff Career Center staff, partners, community-based organizations, providers, and local agency staff to develop linkages that expand available resources to assist jobseekers with disabilities in achieving positive employment outcomes. 97 percent of DPN grants reported improved outcomes In Increased use of and access to One-Stop Career Center services by jobseekers with disabilities.

  17. A Promising Practice for those areas with & without a DPN. 30-Second Trainings

  18. What are 30-Second Trainings? A 30-Second Training is a quick fun Power Point slide show that is electronically sent out and can be completed in a very short amount of time hence, 30-Seconds Trainings.

  19. They provide disability and employment information usually with a resource link for those that are interested in furthering their knowledge and expertise. 30-Second Trainings are designed to be fast, informative and entertaining to capture the attention of busy One-Stop staff, partners and/or employers. • 30-Second Training topics cover a wide-range of disability and employment issues in a way that is easy to process and that leads the end-user to a reputable internet resource where they can find additional information on the topic when they have the time or the need to access it. They can be used to either introduce topics and information for the first time, or to reinforce information that has already been presented in a formal presentation. While it can be used as a stand-alone training, it is even better when used to augment other training.

Who benefit from 30-Second Trainings? • 30-Second Trainings have been utilized all over the United States including Alaska, Puerto Rico and Guam and in every capacity. • Agencies and Employers are able to train their staff not only on disability/diversity issues but they are also able to use the 30-Second Trainings to enhance and expand on Customer Service, Labor Law, Safety topics and many more topics.

  24. What is Compassion Fatigue? It is physical or emotional exhaustion that causes a decline in a person’s ability to experience compassion for others. Examples of people who are at risk are: counselors, mental health professionals, medical professionals, advocates and all who work in the human service field. Over time compassion fatigue leads to the person becoming emotionally drained and with little left to give others.

  25. What can someone do to relieve Compassion Fatigue? Work harder and smarter including working through lunch. By accomplishing more, it will relieve the stress of not feeling competitive with co-workers. Self medicate Refocus on yourself! Take a vacation, get plenty of rest, cut out negative addictions/habits, participate in activities that make you happy.

  26. Just Kidding! Compassion fatigue happens from doing just these things. Your focus gets completely away from you and is directed on figuring out ways to help others. It’s difficult to help others when you can’t or don’t help yourself. Let’s see if there’s a better answer!

  27. I Don’t Think So!!! It is very important to focus on yourself and cut out negative addictions such as nicotine, alcohol and caffeine.

  28. I knew you’d get it!!! It is important to have balance in your life. Be sure that there is a part of your life where you are taking instead of giving. Put yourself in situations where you see positives. Develop a plan that puts you first. Focusing on you will allow you to perform better and have a better relationship with others in your life.   30. A computer programmer experienced migraines that were triggered by his overhead fluorescent lighting and the noise level around the office cubicles. What accommodation would be reasonable? Provide him with his own office and purchase him whatever lighting he prefers. Provide him with a noise canceling headset, disable the fluorescent light above his cubicle, and provide natural task lighting. Provide him with paid leave and allow him to depart whenever he has a migraine.

  31. Good EffortBUTPlease Try Again An employer has to offer a reasonable accommodation that will meet the individuals needs. If there are alternative solutions to the problem, the employer may choose which one to provide. You may not insist on a specific accommodation because it suites yourpersonal preference.

  32. Come on…You can do it! Although there are a variety of short term disability programs that can assist people who leave work for an extended period of time, this situation would likely warrant the use of sick time if available. Providing flexible unpaid leave once any benefit time was exhausted might be another accommodation for this situation.
