Overview: Objectives • To adopt a standard for the electronic filing and processing of international applications. • To develop a system for the electronic filing of international applications based on the present software PCT-EASY (Electronic Application SYstem). • Project manager: Karl Kalejs • 18.3 million CHF 2002/3 allotment

  4. Overview: Components PCT-SAFE editor PCT-SAFE client • Editor for application body • E-filing client (based on PCT-EASY) • PKI services • Receiving server (including a back-end system print/store) PKI services Internet/ physical media Receiving server

Overview: background • Sep 2001: Establishment of the project (budget, project team, methodology & procedures, high level plan) • Dec 2001: PCT legal framework finalized • Dec 2001: technical standards finalized • Feb 2002: Alpha client produced • May 2002: Beta client & server • Nov 2002: First filing under Pilot, paper & electronic

Status: Pilot • 1st filing Nov 2002, operational Feb 2003 • RO/IB only • Parallel paper and electronic submission • Legal copy will be paper copy • Limited participation: 42 applicants • Goals • stabilize software • incorporate quality feedback from applicants • 3 training sessions & roundtables delivered, Geneva, Washington & Tokyo

Implications for Member States • Strong cooperation with Member States particularly EPO (epoline) • PCT plug in • Reuse of server / client • Participate in development and change of technical standard (Annex F) • WIPO’s aim is to provide applicants & offices with harmonized, interoperable software
