Council made a study of the advantages and disadvantages of this legal decision that youngest at 16+ could obtain driving license. • The complexity of the proposal force us to make a team that study the decision from ethical, medical, security, legal, economic, insurance and other aspects with comparative analysis from countries all over the world and a comparative analysis with the European Union Countries. This team analyze all issues about obtaining driving license with age of 16+

  8. Council carried out a survey with 30 questions and surveyed 10,000 high school students. Answers to questions were selected and analyzed and presented in diagrams and tables. Council monitored the situation and report on the number of applicants, the behavior of young people with 16 + years and of their participation in traffic accidents. This paper can serve as a good basis for reducing the age limit for obtaining a driver's license in other countries.

Ethical aspects • The training it self for young drivers up to 16 years of age can motivate the moral conscience for responsible behavior. • There is no justified ethics decision to train drivers at 16 or to wait until they are 18. There is arguments for boat of them. The experiences of countries using the model, show that training at 16 can encourage the autonomist decision making and responsibilities in youngsters, their ethical behavior, public behavior and life.

Medical aspects • Despise this, adolescents are being disposed to taking unnecessary risks and more accidents caused by adolescents involve unnecessary risk. • On international level, ones aged more than 18 have the legal responsibilities and are considered adults. People under this age are considered minors or kids. Despite this, in many countries, the right to drive a motor vehicle is given at different age.

  11. Criminal Low aspects • According to the Criminal law of Macedonia, senior minor is a citizen that has 16 or more years of age, but less that 18. Senior minor can be prosecuted and be punished with instructional and educative measures or even minor prison or alternative measures.

  12. Q/A • Question: Are you adult enough to drive a motor vehicle on 16? Answers 62% Yes, 37% No, This distribution of answers shows great potential of high school youth to increase the illegal driving of motor vehicles, filling capable to use the vehicle and not be able to get the license. • This distribution goes towards the Regulation for gaining license at 16 years of age.

  13. EU Directions • The directions of EU for gaining the license, can be easy followed by allowing the exam at 16,5 or 16,75 years and effectively gaining the license at 17. (recommendation for member states up to 2016 which is in the direction of acquiring license at lower age). • This is comprehensive with the analysis of the RSBSP that minors feel secure to drive at 17, but no so much at 16.

SWOT Strengths • Meeting the requirements of teenagers to gain a legal driving license • Higher quality of properness, trough a longer period of studying. • Increasing the trust between children and parents • Increasing the responsibility of parents over their children • Better road traffic safety • Lower percent of un licensed driving

  15. SWOT Weakness • Higher pressure from children • Possibility of irresponsible behavior of younger drivers • Having no sign that the vehicle is used from minor • Pressure on test centers to rush trout the procedures

Right for training to use motor vehicle Article 368-a Senior minor has the right for a training to use a motor vehicle form B category if next conditions are fulfilled: • Has 16 years of age • Has an identification card • Is physically and mentally fit and healthy to use a motor vehicle • Has finished middle school • Both parents have signet permition • Have excellent success and behavior in the last school year • The psychologist in the school has signed a permition

  18. CONCLUSION • To easy up the recognition of young drivers and provoke attention, the Law should consider using fluorescent sign on the vehicle for the first two years of driving experience. • Training for a youngest to use a motor vehicle should be done with higher number of theoretical classes and 30% more practical training
