  3. INTRODUCTION • established under Selangor Water Management Authority Enactment 1999 • one-stop agency for the management of water resources, river basin and coastal waters in Selangor State - in holistic, integrated and sustainable manner.

  4. WATER RESOURCE Any river, river basin, ground water or water body

  5. GROUNDWATER • Any wells, boreholes or similar activities digging into underground strata, include any adits or channels constructed connecting to the wells, boreholes or the activities related to them its suitable to storage water in the wells, boreholes or the activities, to make it easier for water collection in the tube wells, boreholes or the activities • Any digging into the underground strata where the water level in that digging totally depends or the part of the water entering that strata, • Any groundwater that have been designated.

  6. GROUNDWATER FLOW Water is recharged to the groundwater system by percolation of water from precipitation and then flows to the stream through the ground-water system.

  7. WATER RESOURCES MANAGEMENT Section 41 (2) No person or public authority shall, except with the approval of the Authority, disrupt the natural flow of water in any water source or take or usewater from any water source except in such quantities as may be approved by the Authority from time to time. Section 44 (1) The Authority may impose a charge on the use of water or any other resource from any water source including but not limited to the abstraction, extraction, discharge, drainage, diversion and impoundment of such water or other resources

WATER RESOURCES MANAGEMENT Section 44 (5) Any person who fails to pay any charge imposed under this section commits an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment not exceeding six month, or to both. Section 6 (1) (n) Authority to grant license on such conditions as the Authority may think fit to any public authority or person to undertake any activity related to water sources and to regulate the licensees and their activities.

  9. WATER RESOURCES MANAGEMENT Section 107 Any person who, without the permission of the Director abstracts, consumes or diverts water or any other resource commits an offence and shall on conviction, be liable to a fine not exceeding one hundred thousand ringgit or to imprisonment for a term not exceeding two years or to both.

  10. Purpose of usage Charge Commercial RM 0.05/m³ Water supply RM 0.01/m³ CHARGING AND LICENSING State Government through EXCO Meeting on 13 APRIL 2005 have decided: a) to grant license and impose charge towards all groundwater, surface water and water resources users

  11. b) to set up Groundwater Management Committee: Chairman: Director of LUAS Members: 1) Director of Department of Mineral and Geosciences or its representative; 2)  Director of DOE or its representative; 3)  Director of Department of Health or its representative; 4) District Officers or its representative (selected district only); and 5) President of Local Authorities or its representative (selected district only).

TOR OF THE COMMITTEE 1) Develop a comprehensive database system for monitoring and coordination purpose to integrate the groundwater activities where related data in each agencies will be coordinated for groundwater management especially in abstraction, monitoring, restoration, controlling and enforcement. 2) Supervise and enforce the regulation, process and application procedure of groundwater approval and also implementing the function and legal responsible of the enactment/act within related agencies. 3) Cooperate and coordinate the enforcement activities including monitoring with related agencies by using their enactment/act in groundwater management. 4) Preparing, study and suggest on groundwater usage and distribution for supply and demand of groundwater aspect.

  13. SCOPE OF WORK LUAS • Secretariat and Chairman of the committee. • In charge in legal, enforcement and regulation of the groundwater management. • Produce the guidelines and standardization. • Prepare license/approval for groundwater usage. • Responsible in processing groundwater usage application. • Supply meter and manage the bill system for the purpose of groundwater charging. • Impose charging on groundwater users by gazetted tariff. • Monitoring base on schedule.

  14. JMG • Develop groundwater resource potential and data management information system. • Technical adviser in planning, design, developing and maintain the groundwater wells. • Produce the guidelines and standardization. • Monitoring base on schedule. • One of committee member in giving the approval for groundwater users.

  15. DOE • Come out with the formula for groundwater quality standard. • Pollution control monitoring. • Pollution control enforcement. • One of committee member in giving the approval for groundwater users. DEPARTMENT OF HEALTH • Drinking water quality monitoring or for other purpose which should involved health consideration. • One of committee member in giving the approval for groundwater users.

SUMMARY • SUSTAINABLE WATER RESOURCES MANAGEMENT IN ASPECT OF: • QUANTITY – to control and monitor total of water abstraction through licensing . • QUALITY – to monitor, control and protect the water resources and environment through designated license conditions. • TARGET : Development of groundwater resources as ‘conjunctive use’ with surface water - (20 - 30 % by 2030)
