The Cuts • Is there no alternative? • No obvious necessity • Unusual compared to other highly developed economies • A huge risk, taking demand out in recovery • A new liberal market direction for the UK or ‘politics as usual’?
Who loses out? • Mainly service cuts (73%) not tax rises • Hit the poor, women, tenants, those with high needs (disabled, frail elderly, at risk families ) • Now according to official analyses Spending Review: Annex table 5! • Some (temporary) impact on top 2/3 per cent

Removing the stepping stones • Means tested grant up to £30 per week for 16-19s in edn post-GCSE • Currently covers 620,000 young people from poorest households • Has improved staying on rates, especially among boys whose parents are unemployed, unskilled • ‘Locally discretionary’ - no cash!
Repayment • Loans repaid at a salary of £25k, at 9% • A mother placing 2 children in a full time nursery in London has to earn £28,252 to pay for child care and get more than benefits (G. 4.12.10) • Repayment does not take account of child care costs.
