  2. Lao practices • In Lao PDR, the government and many sectors have been issued an Orders, Min. Decrees, Regulations… on the management of Substances and Chemicals; Agriculture and Forestry; Industry; Public Health Mineral Resources and Environment. For example: • Prime Minister’s Order on Management of Import-Export of Substances and Chemicals that damage to Ozone Layer, No. 162, Dated 13 Oct. 2003. • The content of this Order;

  3. Lao PDR practices • General provision, • The management of Import-Export and use, • Using of chemicals, • The management and Monitoring of the use. (organizations, inspections) • Ministry’s Decree on Management of chemical substances that damage to Ozone Layer (MNRE) No. 7858, dated 09 Nov. 2012. Main content of the Decree; • General Provisions; on labels are issued by MNRE to indicated substances that use for cooling before its import to Laos PDR. • Plan to reduce and stop using of; • January 2010; stop using CFCs, HALON and Carbontetrachroride, reduced to 70% of using Methylchloroform, • To January 2013, to reduce HCFC’s to 2009-2010 level.

Lao PDR practices • To Jan. 2015; stop using Methylchloform and Methylbromide, reduce HCFCs to 10% of 2009-2010. • Jan. 2020; reduce using HCFCs at 35% compare to 2009-2010. • Jan. 2025; reduce HCFCs to 65% compare to 2009-2010. • Jan. 2030; reduce using HCFCs to 97.5% of 2009-2010 level and allowed using to maintain existed equipments only, and • Jan. 2040; stop using HCFCs.

Lao PDR practices • Safety data sheet (SDS) (the document that escort product) • Label of substances and dangerous chemicals; the label that stick to containers or bottles of substances or dangerous chemicals must follow the regulations with indicate “DANGER”, the label must be strong withstand not easy to damage. • The Industry and Commercial sector will approve for using labels.

Lao PDR practices • Safety on the use of substances and dangerous chemicals; location of factory, container and packaging, storage, disposal and rehabilitation, transportation, zoning, substances and chemicals classification, and prohibition. • The business of substances and dangerous chemicals; implementation of caution measures, condition of business, obligation of businessman and producer. Lao PDR practices • Decree on “Regulation on the Control of Pesticides in Lao PDR”, No. 2680/MAF, dated 11 Jun 2010. main content; • General provision; (definitions) • Business on pesticides (import and export license, selling license, record maintenance, responsibility of pesticide businesses) • Registration of pesticides. • Management of production, import, export, distribution, transportation, storage and transit of pesticides. • Use and disposal of pesticides. • Packaging, labeling and advertising. • Management and inspection. • Fee and service charges. • Reward and sanction.

Main content; • Basic knowledge of pesticides. • Understanding of grass killer, • Safety on using grass killer, • Disposal of chemicals and it containers. • The way chemical impact to human body. • Symptom of chemical impact to human, and • Fist aid to the victims. The guideline illustrated with pictures and colors that make easy to understand by users.
