ACTUAL SITUATION - External Plant Network • Switching Network • Transmission network • General poor state of the external plant network which needs a lot of management attention. • Unavailability of OMC in some networks • Insufficient practice of standard technical management procedures. • A serious under investment in network management. • Little or no plans to develop a total integrated Information Technology (IT) policy for management of the External plant.

  6. ACTUAL SITUATION - Continued 6. Insufficient availability of network’s operational, administration and management data. 7. Unavailability of TMN (Telecommunication Management Network) in most of the networks. 8. Co-existence of analogue and digital equipment. 9. Network interface difficulties and propagation problems. 10. Unsatisfactory Network operation, interoperability and Quality of Service standards. 11. Unavailability of network performance history. 12. Obsolescence and difficulties with supply of spare parts (production lines having closed down) 13. Little or no use of information technology tools like CSMS type,

CHALLENGES AHEAD • Management of networks by well established and standard technical management procedures and installation of TMN. • Establishment of sub-regional management, operational and maintenance centers. • Maximum utilization of already established repair centers in some countries on a sub-regional level. • Monthly collection of network data and reports, establishment of web sites with management, operations and maintenance data by Regulatory Authority bodies.

CHALLENGES AHEAD (Continued) • Formation of national technical committees participated by all national operators and coordinated by the National Administration • Establishment of statistical goals for telecommunication service levels. • Complete overhaul, if possible, of external for good quality of service for new technologies and services. • Establishment of procedures for utilization of network management categories (i.e Configuration, Fault location and repair, performance, security and accounting). • Development and usage of Information technology tools for management of the external plant
