Objectives of this presentation • Provide concise information on the establishment phase (1 April 2010 - 31 March 2011) of the South African National Space Agency (SANSA) • Key milestones achieved in terms of implementing governance structures and regulatory compliance and initial strategic and business planning processes • Appraise Parliament on SANSA’s financial performance for the year under review

Corporate Governance • SANSA Act was assented to in Dec 2008 and promulgated in Dec 2010 • Board was appointed 1 June 2010 & inaugurated 15 Jul 2010 • Board met 5 times & held 1 strategy workshop • Good attendance: Board (88%); Finance, Audit & Risk (80%), Human Resources (67%); Business Planning & Governance (90%) • Board appointed the executive (CEO, CFO, Exec Dir: Corporate Services) • The board approved institutional governance structures • The board had approved 38% of the policies to be developed • Legislative registrations were finalised (Labour, SARS etc.)

Finance • Banking arrangements have been finalised in line with National Treasury directives • Insurance cover for assets and other liabilities has been secured • Internal and external audit arrangements have been made in consultation with the Auditor-General’s office • Finance system was implemented

Human Resources • A change management and migration plan was developed and implemented • Key positions were filled at the Corporate Office • Employee transfer agreements with the CSIR and NRF were concluded and implemented in line with going concern transfer prescripts • Staff salary and befits (medical, pension) audits were conducted and a SANSA salary and benefits structure was approved and implemented • Institutional values were consultatively developed and implemented • HR system was implemented

Operational & General Issues • Corporate identity was developed and implemented and branding currently underway • Full enterprise resource planning (ERP) system was implemented • Location of SANSA headquarters initiated and still being processed • Land and facilities transfer processes initiated and being processed • Ceding and acknowledgement of contracts initiated and still being processed

Strategic Planning Process • Strategic Plan for SANSA was developed and subsequently tabled in Parliament on 9 March 2011 • Following the development of the Strategic Plan, an aligned 2011/12 Annual Performance Plan (APP) was developed and was finally presented to the on 22 March 2011. A modified version was re-submitted on 31 March 2011 in line with directives from the Minister. • Shareholder’s Compact concluded with the Minister of Science and Technology

  22. Establishment Funds Received and Spent SANSA received R11.8 million which was the remaining balance from the SANSA Establishment Project office (CSIR). In addition to the establishment project funding, R16.175 million was received for specific ring-fenced space programme projects initiated under the DST Expenditure on ring-fenced projects only commenced in April 2011 From the Establishment fund R9.6 million was spent during the period Jan – March 2011. An application was lodged to retain the surplus of R4.7 million and carry over into the 2011/12 financial year All funds have been accounted for and disclosed in financial statements SANSA received an unqualified audit report from independent auditors

Conclusion • SANSA has now been established and started operating on 1 April 2011 • Governance structures are in place • ICT and enterprise planning systems still being implemented fully • Integration of entities in progress • We have experienced teething challenges • SANSA remains focused on the delivery of space-related services and human capacity development for the benefit of the citizens of South Africa
