  1. MINISTRY OF FORESTRY AND WATER AFFAIRS Activities of theWaterQualityManagementDepartment Necla ADALI General Directorate of WaterManagement WaterQualityManagementDepartment Division of SensitiveAreas 25 March 2015

  2. OUTLINE • GENERAL INFORMATION ON WATER QUALITY MANAGEMENT DEPARTMENT • COMPLETED ACTIVITIES • ONGOING ACTIVITIES • STUDIES ON MANAGEMENT OF EUTROPHICATION • LEGISLATION STUDIES • GOALS

  3. WATER QUALITY MANAGEMENT DEPARTMENT It has been established to set technical infrastructure that will manage water resources quality and provide basis for decisions. Thereare 5 branchmanagers as: • SensitiveAreasBranch Manager • SurfaceWaterQualityBranchManager • GroundwaterQualityBranch Manager • WaterTreatmentBranch Manager • LakesandWetlandsAreasBranch Manager

  4. TASKS OF WATER QUALITY MANAGEMENT DEPARTMENT • To determine the principles and objectives on protection of water resources quality and quantity, • To do suggestions about the best appropriate usage of these resources in view of quality and quantity, • To make decisions about quality class according to receiving environment characteristics, • To determine the possible biological, chemical and hydromorphological effects of sectoral activities on water resources,

  5. TASKS OF WATER QUALITY MANAGEMENT DEPARTMENT • To prepare plans for the reduction of pollution caused that accepted as priority hazardous substances and pollution caused by other pollutants, • To form policies and environmental objectives by setting drinking water areas, sensitive areas and nitratevulnerablezones, • To study on thedetermination of environmental quality standardsforspesificpollutants, • Torevealenvironmental objectivesincluding general chemical, physico-chemical, biological and hyrdomorphological quality elements.

  6. FACTORS AFFECTING QUALITY OF WATER RESOURCES IN TURKEY • Causes of deterioration in the quality of water resources • Industrialization, mining activities • Unplanned urbanization • Agricultural activities • Livestockactivities

  7. COMPLETED ACTIVITIES

  8. Control Of Pollution Caused By Dangerous Substances (InlandWaters) • A national project on the control of pollution caused by hazardous substanceshaving a risk forinlandwaterswascompleted. • With the project, the hazardous substances that may be present in water were identified and the maximumallowable concentrations (environmentalqualitystandards) of these substances in the receiving bodies weredetermined.

  9. Project on the Total Maximum Daily Load (TMDL) • Pilot Area: Nilüfer River • Methodologyforthedevelopment of TMDL wasadoptedtoTurkey. • TMDL studywasemployed on the pilot region in terms of COD, TN, TP andmetals.

  10. PROJECT ON THE DETERMINATION OF HAZARDOUS SUBSTANCES IN COASTAL AND TRANSITIONAL WATERS Withthe project, • Hazardoussubstances in industrialand urban wastewatersdischargedtocoastalandtransitionalwaterareasweredetermined. • Hazardoussubstancesweremonitoredwith 2 monthsperiodduringoneyear. • Environmental qualitystandards(EQS) and corresponding dischargestandardsweredeveloped on national basis for the hazardous substances already present or having a risk of presence in our coastal and transitional waters.

  11. PROJECT ON THE DETERMINATION OF THE WATER POLLUTION CAUSED BY USE OF PLANT PROTECTION PRODUCTS • Pilot basins: Seyhan-Ceyhan, Büyük Menderes and FıratDicle Basins. • Pilot provinces: Amasya, Manisa, Sakarya • Inventories of active substances of Plant Protection Products used in areas of extensive agricultural activities were determined. • Pesticides were monitored at receiving bodies with 2 months periods during 1 year. • Prioritization of draft active substances were done. • Environmental quality standards for these active substances were determined.

  12. PROJECTS ABOUT WASTE WATER AND DRINKING WATER TREATMENT PLANTS • Basic principlesandnormsrelatedwithconstruction, designandplanning of wastewatertreatmentplantsweredeterminedby a guidebook • Guidebook on designandoperationprinciples of drinkingwatertreatmentplantswaspreparedbymeans of a project. • BythisprojectDIN, TSE, BS, ASTM normsfordrinkingwatertreatmentplantsweredeterminedanda guidebookwasprepared. .

  13. ONGOING PROJECTS

  14. PROJECT ON THE DETERMINATION OF ENVIRONMENTAL QUALITY OBJECTIVES • Project on Development of the Methodology for the Determination of Environmental Objectives for Surface, Coastal and Transitional Waters: Great Menderes River Basin Pilot Study”has beeninitiated onDecember2013 within the scope of TUBITAK-KAMAG 1007 Program. • Withinthescope of theproject, pressuresandimpactswill be determined on a pilot basinandmonitoringwill be handlen on 1 yearperiod in terms of physo-chemical, biologicalandchemicalqualityparameters. At theend, environmentalqualityobjectiveswill be designatedaccordingly. • Thesame methodology which can be implemented to the other 24 basins will also be determined.

  15. CAPACITY BUILDING SUPPORT TO TURKEY ON GROUNDWATER MANAGEMENT A projecthas been submitted to European Union ESEI 2012 Program and pre-acceptance of project has been done A national projecton Assessment of Groundwater Quality and Quantity and Determination of Objectives in order to Reach Good Groundwater Status: Great Menderes River Basin Pilot Study” will start in the year of 2013 within the scope of TUBITAK-KAMAG 1007 Program.

  16. TECHNICAL ASSISTANCE FOR DEVELOPMENT OF AN APPROPRIATE METHODOLOGY FOR DRINKING WATER TREATMENT Theproject will be performed in the extent of IPA, in order to develop efficient and sustainable options and alternatives for drinking water treatment plant investments considering the quantity and quality of the water.

  17. WORKS ON WATER TREATMENT ARE ONGOING • By regular monitoring of drinking water sources, revision of legislation for the determination of the quality categories and treatmentclasses is being done. • Works on inventory of water treatment plants in Turkeyand determination the needs of revisionareongoing • Design principles and projectnorms related to wastewater treatment plants arebeing determined • Works on determiningtheinstitutions and organizationsauthorized to approve projects on wastewater treatment plantwill be initiated

  18. Project On The Determination Of Alarm Levels And Limit Of Cyanobacteria The objective of the Project is to protect human and environmental health from thetoxic effects of cyanobacteria. Afterselection of pilotareasfromeachdifferenttype of allpotentialsurfacewaterresourcesincludingcoastalwatersusedforbathingand recreationalpurposes in whichcyanobacterialreproductionoccurs, • alarmlevels and limits of Cyanobacteriaforthe developmentofintervention and controlmethods, • methodsincludingstepstostrugglecyanobacteriawillbe determined • guidancevaluesforcyanobacteriawill be developedfortheseareas.

  19. PROJECT FOR DETERMINATION OF SENSITIVE AREAS AND WATER QUALITY OBJECTIVES FOR THE BASINS IN TURKEY MANAGEMENT OF EURTOPHICATION

  20. Sensitive Area? Sensitive Water Area Eutrophic Possible to become eutrophic • naturalfreshwaterlakes, • otherfreshwatersources, • estuariesandcoastalwaters, • fresh surface watersintendedtosupplydrinkingwaterand can containhigh nitrateconcentrations in case of themeasures not taken • areasrequiringfurthertreatment
