Productivity and Efficiency (P&E) INDUSTRY CLUSTERING STRATEGY Aims to enhance the capacity of selected industry clusters throughout the country to plan, implement, facilitate service delivery, evaluate projects, improve industry competitiveness and improve business environment. As a result of the capacity building interventions, the targeted industry clusters are expected to increase their contribution to the national economy particularly in terms of investments generation, export expansion and creation of jobs and development of MSMEs. Ultimately, this will also contribute to the goal of inclusive growth and poverty reduction.
Business Environment (BE) NEGOSYO CENTERS
Productivity and Efficiency (P&E) SHARED SERVICE FACILITY (SSF) Entails the setting up of common service facilities or production centers for certain processes to give MSMEs access to better technology and more sophisticated equipment to accelerate their bid for competitiveness and help them graduate to a next level where they could tap a better and wider market and be integrated in the global supply chain. The SSF project is envisioned to assist most of the 81,221 SMEs with high potential to expand. It will generate an additional 200,000 jobs.
Productivity and Efficiency (P&E) SME ROVING ACADEMY This is a regional road show that will bring together national government and private sector institutions whose programs are designed to promote entrepreneurship, improve access to credit and markets, and increase productivity and efficiency of MSMEs. The caravans are undertaken to improve access of MSMEs to government and private sector services particularly on areas where provision of business development services may be limited. SUPPLY MANAGEMENT INVESTMENTS FOR LARGE ENTERPRISES (SMILE) SMILE matches large companies’ material requirements to MSMEs/local suppliers.
Access to Finance (A2F) THE MICROFINANCE PROGRAM The government caters to the financing needs of entrepreneurs who fall within the poverty threshold. ACCESS OF SMALL ENTREPRENEURS LENDING OPPORTUNITIES (ASENSO) PROGRAM A revitalized government led MSME financing program, is anchored on the belief that supporting SMEs in many aspects will translate into a healthier economy. Under the program, SMEs get the necessary assistance not only in terms of financing but likewise through market exposure, human resource training and product development.

Productivity and Efficiency (P&E) ENTREPRENEURSHIP TRAINING Entrepreneurs must be agents of change. MSME owners and managers, which may include investors, are encouraged to train on business strategy formulation and planning. The Philippine Trade Training Center (PTTC) of the DTI is involved in the development and promotion of entrepreneurship education and training programs. The training and entrepreneurship development programs seek to provide existing and potential entrepreneurs with the necessary skills and knowledge to become competitive players in the local or global market.
Productivity and Efficiency (P&E) YAMAN PINOY A community level capability/livelihood program designed to promote an entrepreneurial mindset among the vulnerable sectors of the society. Interventions: (i) Training; (a) Skill and Industry-focus training (b) Product quality and safety training (c) Entrepreneurial training and planning/organization development workshops (ii) Product Development (iii) Marketing. PHILIPPINE GREEN ECONOMIC DEVELOPMENT (PROGED) Effort of LGU and DTI to promote the competitiveness of local micro, small and medium enterprises by adopting green practices (sustainable practices). The project will educate LGUs and MSMEs, and promote the adoption of environment friendly practices such a waste reduction, resource efficiency, climate risk mitigation and adaptation through training, seminar, energy audits and firm level interventions.
Productivity and Efficiency (P&E) MAXIMIZATION OF ASEAN COMMUNITY AND BEYOND • The ASEAN Community realization (2015 integration) procedure comprises three pillars that work in tandem: • ASEAN Political-Security Community • ASEAN Economic Community (AEC) • ASEAN Socio-Cultural Community • The ASEAN Leaders agreed to speed up the establishment of the AEC to 2015 and to transform ASEAN into a region with free movement of goods, services, investment, skilled labor, and freer flow of capital. • AEC will open more regional cooperation and will improve the scale of efficiencies, dynamism and competitiveness of ASEAN members. • All ASEAN countries are more important to foreign investors if they are considered as one node in a larger regional market of nearly 600 million people – a single market. • Investing in emerging market is more desirable than in the US and Europe. • Tourism opportunity • SMEs accounted for 96% of enterprises across ASEAN • Internationalization of health care under the AEC. • ALL DTI PROGRAMS AND SERVICES ARE GEARED TOWARDS HELPING THE PHILIPPINE ENTREPRENEURS IN THE ACHIEVEMENT OF AEC READINESS!
A Regional Brand Strategy integrating DTI’s various business development servicies: Product Development, Industry Enhancement, Market Promotion, Productivity Improvement, and Investment Generation
Empower and Protect Consumers CONSUMERISM ADVOCACY The agency makes sure that the rights of consumers as well as their equally important responsibilities are understood and serve as their daily guide to consumerism. Deliverables include advocacy campaigns like posters, flyers, seminars, symposia, media exposures, organization of consumer groups, and partnering with various sectors. BUSINESS REGULATION S U P E R CONSUMER As a consumer champion, DTI does not only implement and monitor compliance to trade and industry laws but it also conducts enforcement activities. Morever, DTI has a mechanism of resolving consumer complaints. In partnership with partner agencies, DTI installs Timbangan ng Bayan and Bantay Bilihin Billboards.
