  5. European Commission (EC) Study regarding the European defense industry • Standardization key issue • University of Sussex-led study ”on the Standardization Systems in the Defence Industries in the EU Member States and the USA”. (”The Sussex Study”)

Highlights of the EC study: • Vision Goal: Common European market for defense materiel and services Means: Reforming EU defense standardization systems • Action plan - Identify current practices in procurement and standardization - Perform a selection of standards - Inform about and promote best practices

  7. Highlights of the EC study (cont.) • Compatibility The reform should be compatible with civil organizations, NATO and the US defense standardization reform, the so called Perry reform from 1994

European Commission Seminar Nov. 2000 • Seminar called ”European Defence Procurement in the 21st Century: Improving Efficiency and Enhancing Competitiveness – The role of Standardization” • The European Commission (EC) tasked the European Committee for Standardization (Comité Europeen de Normalisation) (CEN) to harmonize the defense related standards used in Europe.

CEN BT WG 125 and WS 10 • Planning meeting March 2001 with EC, CEN and defense standardization officers mostly from the six LOI nations • September 2001 first meeting with WG 125 • To develop a handbook for standards in defense procurement, as proposed in the Essex Study, was decided • May 2002 ”Kick Off” for WS10. (French) chairman from industry and Swedish vice chairman from the MoD

  11. Streamlining/harmonization • To select the most relevant and widely used standards • To develop recommendations on which standards to use

  12. The first part of the expert group phase • In 2004 the first set of eight technical areas were agreed • 112 experts from twelve countries from authorities and industry • Met in 2004 and early 2005 • All appropriate standards considered, including civil standards and NATO STANAGs

  13. The first eight areas • Batteries • Electrical interfaces • Electromagnetic environment • Energetic materials • Environmental engineering • Fuels and lubricants • Nuclear, biological and chemical detectors • Packaging

Second part of the expert group phase (eight additional areas) with start summer of 2006 • Ammunition • Armored ground vehicle technologies • Fluid handling systems • Integrated logistics (life extension etc.) • Life-cycle management (technical documentation) • Paints and coatings • Portable power supplies • Terminology
